Job Summary
Seeking a Senior Business Technology Analyst to act as a liaison between business and IT teams for the development of a statewide, secure, cloud-based Case Management System. The role involves analyzing business issues, defining requirements, managing data flows, and ensuring successful implementation across multiple systems.
Position Overview The Senior Business Technology Analyst serves as a bridge between IT and business stakeholders to ensure that system solutions meet operational goals. This position supports the modernization of Georgia’s court operations by contributing to the design and implementation of a cloud-based Case Management System (CMS) that connects multiple courts, databases, and reporting systems to improve efficiency and consistency.
Key Responsibilities
Act as the liaison between IT teams and business partners to define and document system requirements.
Analyze business processes and determine operational objectives and system needs.
Define functional and non-functional requirements for system development.
Develop and maintain screen designs, user story maps, process flows, and data flow diagrams using Lucidchart.
Create and manage user stories and acceptance criteria in JIRA.
Define API service calls, including request and response formats, and collaborate with developers to ensure accuracy.
Document and communicate data movement, integration points, and workflows.
Facilitate meetings with stakeholders and project teams throughout all phases of the Software Development Lifecycle (SDLC).
Support User Acceptance Testing (UAT) and assist in developing change management frameworks.
Prepare and maintain end-user documentation including user guides, training materials, and process documents.
Track project milestones, deliverables, and schedules to ensure projects remain on time and within scope.
Work on multiple moderate-to-high complexity projects simultaneously as a subject matter expert.
Perform other duties as assigned.

Minimum Qualifications
Bachelor’s degree in Computer Science, Information Systems, or related field; or equivalent experience.
3+ years of experience with data integration or information system projects.
2+ years of experience in requirements elicitation, documentation, and user acceptance testing.
Advanced understanding of business modeling, use case design, and SDLC concepts.
Experience defining and documenting API endpoints and data exchange formats.
Ability to develop and explain data flow diagrams and technical documentation.
Proficiency in Lucidchart and JIRA.
Must be available to work on-site five days per week (this is not a remote position).
PMP or ITIL certification.
Preferred Qualifications
Experience in state or local government systems.
Familiarity with Agile, Scrum, or Waterfall methodologies.
