We are seeking a journeyman FMS Partner Program Analyst to support the F-35 JPO in Crystal City, Arlington. This position is hybrid and requires 2-3 days and up to 5 days on-site.

What you’ll do: Provide programmatic support applying best practices, knowledge and expertise in FMS acquisition program management and analysis for specific programs throughout their life cycles.

Responsibilities:

Develop, manage and execute an international cooperative project / program for the Netherlands

Develop, evaluate, advise, and improve efficiency and effectiveness of work methods and procedures, and manpower utilization

Coordinate with FMS Program Managers to advise and support country teams in the areas of policy, case development, and case execution

Coordinate with Security Cooperation Enterprise to assist country teams in completing Pricing and Availability (P&A), Letters of Offer and Acceptance (LOAs), amendment and modification packages in Security Cooperation systems, including DSAMS and RMIS

Provide Program Status Updates to JPO Leadership, Services, Partners, and F-35 Governance Forums

Use data driven performance metrics for F-35 enterprise decisions and awareness

Assist in formulating recommendations for contract overruns and underruns

Interface with US Services, Partners, and FMS Countries on technical and programmatic issues

Assist in coordination and delivery of information and capabilitiesbriefing for program reviews and presentations

Develop presentations on program status, accomplishments, and progress to all levels of DoD, JPO Governance Forums, and industry

Assist in facilitating integration between PMOs, Functionals, and other IPTs / Teams

Assist in development and maintaining an F-35 Roadmap for assigned systems

Assist in reporting periodic and comprehensive assessments and evaluations of Country program goals and objectives that will provide a basis for long-range planning to improve F-35 Program Management

Travel domestically and internationally up to 25%, provide in-person support at MBC and client sites, and obtain and maintain professional certifications and security clearances as required by MBC and / or MBC’s clients. These requirements are subject to change without advance notice at the discretion of MBC and MBC’s clients

Qualifications:

Bachelor's degree from a university or college accredited in the United States

Active Secret Security Clearance

The ability to support on-site in Crystal City, Arlington, VA for 2-3 days per week. This may increase to 5 days per week as the customer requires. Exact days in office to be coordinated with the JPO to provide proper on-site coverage

Excellent oral and written communication skills

At least six (6) years’ relevant experience in program management, technical, or business analysis discipline, in weapon systems acquisition and life cycle management

A minimum of three (3) years out of 6 years of recent work experience related to international acquisition programs

Demonstrated knowledge of the principles, policies, and practices of system acquisition to plan,organize,andcoordinatecriticalaspectsof the development, production, deployment, and sustainment of systems, subsystems, and equipment

Demonstrated knowledge of the SecurityAssistance / Security Cooperation (SA / SC) programs to include the understanding of the FMS sales process from case development, implementation, execution, and closure in accordance with the Security Assistance Management Manual (SAMM), DoD5105.38-MX

Excellent communication, leadership, and problem-solving skills

Ability and willingness to travel domestically using a credit card or prepaid debit card as required by MBC and / or clients

Ability to attend meetings and provide onsite / in-person support as required

Compensation Policy: Salary ranges displayed are typical for this position, but MBC considers multiple factors when extending an offer. Factors include the role and associated responsibilities, a candidate's qualifications, and the contractual terms of the program.
