Overview

Program Manager, F-35 Future Capability and Technology (FCAT) Support (Hybrid Telework) - Arlington, VA. Serco is seeking a Program Manager to support the F-35 Joint Strike Fighter Program Office (JPO) FCAT Directorate, with responsibilities across the full acquisition lifecycle including development, production, and sustainment. This position requires the ability to maintain/transfer an active DoD Secret security clearance and is based in Crystal City, Arlington, VA with hybrid telework options. Responsibilities

Intelligence – assist FCAT in providing intelligence support across Threat, Intelligence Supportability Analysis (SA), and Intel Disclosure/Release; serve as liaison between the Program and Services/Intel community; provide updated threat information to stakeholders to drive requirements and engineering analysis. Assist FCAT in ensuring intelligence equities involved with fielding and exporting F-35 (e.g., intelligence mission data) are defined, engineered, and sustained. Air System Requirements Assessment, Development, and Approval in collaboration with External Stakeholders; manage Pre-PoR F-35 Air System Requirements and maintain a comprehensive Roadmap to inform PMOs of risks and opportunities. Develop the F-35 Flight Plan outlining integrated strategy for future capabilities; mature and recommend for approval new F-35 requirements, and support Flight Plan and New Capabilities Decision Memoranda. Research and Technology (R&T) – assist in researching and developing technology through discovery, studies, maturation, prototyping, experimentation, demonstration, and transition for consideration and prioritization for the F-35 PoR. Strategic Acquisition and Transition Planning (SATP) – assist in developing strategy to incorporate capability requirements and technology into an acquisition program ready for PoR and execution by PMOs. Program Strategy – integrate research and policy into National Defense Strategy and related domains; provide coaching and maintain strategic dialogue with JPO and external stakeholders. Governance Structure – assist in leading Requirements Working Group (RWG), Operational Advisory Group (OAG), Senior Warfighter Group (SWG), JSF Executive Steering Board (JESB), and contribute to CSB and U.S. Executive Steering Group. Transfer requirements from FCAT to the PoR; provide acquisition documentation and planning materials to PMOs for execution, in collaboration with PMOs. Qualifications

Active DoD Secret security clearance. Bachelor’s degree in related fields, or an Associate degree with an additional four years of experience in international acquisition programs. Ability to provide onsite support at the F-35 JPO in Crystal City, VA a minimum of 2-3 days per week, with potential to increase to up to 5 days per week as needed; exact days must be coordinated with the customer and Serco management. Experience in program management, technical, or business analysis related to weapon systems acquisition and lifecycle management. Minimum of four years out of six years of recent work experience related to analysis and planning. At least two years in support of a Major Defense Acquisition Program (MDAP). Leadership experience in US service-related military operations or defense acquisition program management related to weapons system acquisition, employment and lifecycle management. Knowledge of DoD Instruction (DoDI) 5000.2, DoD Directive (DODD) 5530.03, and IC in AT&L Handbook. Subject matter expert to support F-35 program in delivering the weapons system. Ability to assist with acquisitions, financial management, risk management, systems engineering, total ownership cost determination, acquisition coordination, and communications. Demonstrated knowledge of system acquisition principles, policies, and practices to plan, organize, and coordinate development, production, and deployment of systems and subsystems. Understanding of system equipment lifecycle phases and associated documentation, analyses, and reviews. Travel up to 10%. Desired Skills
