Overview
Senior Enterprise Data Analyst, F-35 JPO (Hybrid Telework) at Serco. Serco is excited to continue to support the F-35 Joint Strike Fighter Program Office. This contract provides program management support for the full acquisition life-cycle of the F-35 program, including development, production, and sustainment. Location: Crystal City, Arlington, VA. The Senior Enterprise Data Analyst supports the F-35 Directorate of Acquisition and Accountability (DA&A) in managing Joint Program Office (JPO) functions related to business operations, foreign compliance, process improvement, cost, requirements, and acquisition. Responsibilities
Review, analyze, and evaluate business systems and user needs. Formulate systems to align with overall F-35 program strategies. Write detailed descriptions of user needs, program functions, and steps required to develop or modify computer programs. Demonstrate expertise in a variety of the field’s concepts, practices, and procedures; plan and accomplish goals with extensive experience and judgment. Provide consultation on complex projects; serve as a top-level contributor/specialist; lead and direct the work of others. Apply substantial creativity and latitude in work to fulfill program objectives. Specific Program Support (DA&A)
Establish, maintain, and provide surveillance of the Quality Management System (QMS). Assist DA&A in staffing, training, equipping, and standardizing personnel responsible for implementing and maintaining the JPO QMS to support PMO quality oversight. Assist in developing and implementing quality assurance oversight processes and procedures for Defense Contract Management Agency (DCMA) quality assurance activities. Configuration Management (CM) – support DA&A in management and approval of CM/data management by JCRB and JCCB. Cost support – provide the Enterprise Cost Estimate. Assist in managing procurement and enterprise procurement metrics. Assist in managing Government Property (GP) and Government Furnished Property. Provide program management and analysis support in FIAR, enterprise earned value, data rights strategy, IP, and POM or PBR processes. Assist in Procurement Process and PMT management, small business contracting, scheduling (Enterprise IMS), and enterprise risk management. Assist in managing the PMO Integration Council (PIC). Qualifications
Onsite support at the F-35 JPO in Crystal City, VA required a minimum of 2–3 days per week, with potential to increase to up to 5 days per week as needed. Exact days must be coordinated with the F-35 customer and approved by Serco management. Experience in program management, technical or business analysis. Master’s degree in a related field plus 10 years of professional experience (including 6 years related to analysis and planning), or Bachelor’s degree plus 14 years of professional experience (including 10 years related to analysis and planning). Three (3) years of experience in support of a Major Defense Acquisition Program (MDAP). Experience with Service and OSD forms related to PPBE, Military Interdepartmental Procurement Requests, Work Requests, Requisitions, CDRL, and DD-254. Demonstrated experience in program/project status, earned value management, and schedules. Active secret DoD clearance required. Up to 10% travel. Additional desired skills
