Onset Technologies is seeking a
Senior Business Analyst
to drive
digital transformation and business process reengineering initiatives
at the Texas Health and Human Services Commission. The role focuses on analyzing current business processes, identifying improvement opportunities, designing optimized future-state workflows, and collaborating with IT and business teams to implement enterprise-wide solutions that align with organizational strategy. The ideal candidate brings extensive experience in
business architecture, MITA framework, and large-scale process improvement initiatives .
Responsibilities
Lead and contribute to large-scale digital transformation and business process reengineering projects.
Analyze current-state workflows, identify inefficiencies, and design streamlined future-state processes.
Develop and maintain business architecture artifacts, including process models (BPMN), data models, capability models, value streams, and organizational models.
Act as a liaison between business stakeholders and technical teams, ensuring alignment and effective communication.
Apply the MITA framework to support improvements in HHS integrated eligibility systems.
Prepare solution options, risk assessments, and financial analyses (cost/benefit, ROI, buy/build).
Support documentation, knowledge sharing, and adherence to IT standards.
Required Skills & Experience
12 years in business architecture or similar strategic roles.
Proven experience leading or contributing to digital transformation and process improvement initiatives.
MITA expertise, including State Self-Assessments (SS-A).
10 years of experience in business modeling (BPMN, UML, ArchiMate) and knowledge of enterprise architecture frameworks (TOGAF).
Strong analytical, problem-solving, communication, facilitation, and negotiation skills.
Bachelor’s degree in Business Administration, IT, Computer Science, or related field (Master’s preferred).
Preferred Skills & Certifications
Hands-on experience with HHS integrated eligibility systems (Medicaid, SNAP, TANF, CHIP).
Government/public sector experience.
Certifications such as CBAP, TOGAF, BPMN, Lean Six Sigma Green/Black Belt.
Familiarity with Agile and SAFe methodologies.
