General Definition of Work Performs intermediate protective service work investigating criminal activity, collecting and preserving evidence, preparing detailed reports, and related work as apparent or assigned. Work is performed under the limited supervision of the Sergeant.

Essential Functions

Receives assignments for and responds to calls involving particular types of criminal violations, including crimes against persons, property, vice, narcotics, and crimes involving major offenders; interviews and interrogates victims, offenders, witnesses and others; testifies in court, arrests suspects; plans and carries out the observation of suspects prior to their arrests.

Analyzes incoming cases; interviews victims, witnesses, informants, and suspects ensuring suspect rights are not violated; searches for fugitives listed on NCIC/VCIN; coordinates extraditions.

Communicates with residents and non-residents in reference to cases and other information.

Meets with the Commonwealth’s Attorney, other agencies and other organizations as needed.

Prepares case files; develops negatives and prints, prepares and packages evidence for transport to State Laboratory.

Coordinates and participates in community service programs.

Works closely with Child Protective Services in investigating crimes involving children; serves on multidisciplinary teams for child protective services; and other multidisciplinary teams as assigned.

Processes crime scenes and investigates deaths; conducts crime scene investigations including collection of fingerprints and other evidence, interrogating witnesses and recording the crime scene; assists patrol officers' investigations; processes evidence.

Conducts background investigations for cases, weapons permits and others as necessary.

May serve on Narcotics Task Force or other Task Forces as assigned; conducts detailed investigations related to drug activity; conducts high risk criminal traffic stops.

Additional Responsibilities

Provides training and guidance to police officers and may direct activity of police officers assisting with investigations; assists in a variety of training of department personnel.

Knowledge, Skills and Abilities General knowledge of law enforcement methods, practices and procedures; general knowledge of law enforcement investigative principles and techniques of identification; general knowledge of evidence and laws of search and seizure; general knowledge of the rules and regulations of the Police Department; general knowledge of the geography of the City and location of important buildings; ability to understand and carry out oral and written instructions and to prepare clear comprehensive reports; ability to deal courteously, firmly and tactfully with the public; ability to analyze situations and adopt quick, effective and reasonable courses of action with due regard to surrounding hazards and circumstances; possession of physical agility and endurance; skill in the use of firearms and the operation of a motor vehicle; ability to establish and maintain effective working relationships with associates, victims, witnesses, suspects, attorneys and the general public.

Education and Experience High school diploma or GED and moderate experience working in law enforcement, or equivalent combination of education and experience.

Physical Requirements This work requires the occasional exertion of up to 100 pounds of force; work regularly requires speaking or hearing, frequently requires sitting and using hands to finger, handle or feel and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling, lifting and repetitive motions; work has standard vision requirements; vocal communication is required for conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions and occasionally requires exposure to toxic or caustic chemicals and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).

This work requires the regular exertion of up to 25 pounds of force, frequent exertion of up to 10 pounds of force and occasional exertion of over 100 pounds of force; work regularly requires speaking or hearing, frequently requires standing, walking, sitting, using hands to finger, handle or feel, stooping, kneeling, crouching or crawling and reaching with hands and arms and occasionally requires climbing or balancing, smelling, pushing or pulling, lifting and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, frequently requires exposure to fumes or airborne particles and exposure to blood-borne pathogens and may be required to wear specialized personal protective equipment and occasionally requires exposure to toxic or caustic chemicals; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).

Special Requirements Virginia Law Enforcement Certification & Valid driver's license in the Commonwealth of Virginia.
