King County International Airport – Boeing Field (KCIA)
is searching for an exceptional leader to serve as
Special Project Manager 1
for KCIA’s
Taxiway Bravo Relocation project . To meet this challenge, the Special Projects Manager 1 will lead the full scope of project management work required to implement all phases of design and construction of a new air traffic control tower (ATCT), Aircraft Rescue and Fire Fighting (ARFF) station, runway rehabilitation, taxiway relocation, and other enabling projects.
About King County International Airport (Boeing Field) KCIA is one of the busiest primary non-hub general aviation airports in the nation. Located just four miles south of downtown Seattle, it averages 180,000 aircraft operations each year. KCIA ranks among the most successful public investments in state history. The airport's annual economic impact is $3.5 billion – supporting more than 16,000 jobs and providing $1.8 billion in labor income in the county. KCIA promotes the health of the aviation industry by establishing pipelines for employment and for employee development.
As a general aviation airport, KCIA serves small, commercial passenger airlines, cargo carriers, including UPS, private aircraft owners, helicopters, corporate jets, and military and other aircraft. It is also the final delivery center for the Boeing Company's 737 aircraft and serves as the company's military flight center along with other Boeing operations. The Museum of Flight is located on the airport property with a wide variety of aircraft and exhibits showcasing aviation history. KCIA frequently is host to celebrities and dignitaries, who prefer Boeing Field because of its proximity to downtown Seattle and convenient connections to other business districts in the region. Due to its proximity to Lumen Field, T‑Mobile Park, and other sports venues, many teams prefer to use KCIA when playing in Seattle. Scope of Job Duties:
Manage one or more capital improvement projects from inception through closeout.
Lead project teams and provide quality assurance and hands‑on solutions for issues that arise before and during construction.
Approve routine change orders, contract amendments, and payments within delegated monetary limits and timeframes.
Coordinate with internal teams, consultants, contractors, regulators, and occasional external partners to achieve project goals.
Solve technical issues at a project level with moderate departmental and public visibility.
Lead thoughtful and effective negotiations for design modifications and construction change orders, balancing innovation, cost‑efficiency, and partner interests.
Promote a pro‑equity environment throughout all phases of project development and execution.
Foster partnerships with internal teams, external collaborators, and the community.
We are looking for candidates who:
Manage scope, schedule, and budget of projects from inception to construction close‑out, working collaboratively with an interdisciplinary project team to ensure timely completion of work that is in alignment with the standards set by King County’s Capital Project Management Working Group (CPMWG).
Review consultant submissions for completeness and compliance with KCIA objectives such as high‑quality design, the King County Strategic Climate Action Plan (SCAP), and FAA design requirements. Coordinate internal and external reviews of architectural and engineering design documents.
Ensure all necessary county, state and federal permit approvals are received and assemble project bid documents. Administer the public bid/quote process and recommend action on design and construction contracts.
Monitor progress of construction including responding to requests for information, issuing field directives, FAA Reporting, and other construction‑related tasks.
Conduct site inspections for quality assurance and solve field condition issues in an efficient manner.
Review and approve consultant and contractor change orders and payment requests in alignment with CPMWG and FAA standards.
Coordinate work with other airfield capital projects and ongoing airport operations.
Our ideal candidates will:
Possess knowledge of the principles, practices, and techniques related to airfield construction.
Be able to manage complex capital improvement projects, tasks, and priorities using a wide variety of disciplines to achieve desired goals.
Possess strong design, construction management, and inspection skills.
Be a champion of equity and social justice and be comfortable having candid and sincere conversations with all employees and partners about these topics.
Possess excellent communication skills and an ability, both orally and in writing, to respond to public inquiries.
PE license is highly desirable.
This position will be working onsite at the King County International Airport.
This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime.
Typical hours are Monday – Friday 8am – 5pm.
