Field Engineering Inspector I : $5,966 - $7,995 per month Field Engineering Inspector II : $6,585 - $8,825 per month

We are hiring a Field Engineering Inspector I/II in our Development Services Department/Engineering Division. The role inspects construction of all types of public works projects, including grading, street improvements, storm drains, underground utilities, and irrigation systems.

Distinguishing Characteristics Field Engineering Inspector I

– entry level, routine inspections, supervised. Promotion after 12 months with satisfactory performance and meeting division requirements.

Field Engineering Inspector II

– independent advanced inspections. Typically promoted from Field Engineering Inspector I after one year of comparable experience or three years of experience performing inspections of major public works projects.

Key Responsibilities

Review plans, specifications, and sites for construction projects.

Inspect surface street improvements: paving, curb/gutter, sidewalk, bridges, storm drains, boxes.

Inspect underground utilities: lift stations, reservoirs, pressure stations, force mains, parks, grading, private street systems, street lights, traffic signals.

Inspect pipe laying for alignment, grade, jointing, fittings, and materials.

Inspect subgrade and base grade for compaction, alignment, grades, and materials.

Review detour plans, haul routes, and erosion control plans.

Inspect grading, fine grading, and irrigation systems.

Monitor activities related to compliance with NPDES, Stormwater Program, and regulations.

Enforce ordinances for permits, dust control, erosion control, grading, and public improvements.

Maintain logs, records, and drawings (as‑builts).

Prepare and check progress payments, reduction releases, Notices of Completion, and minor engineering reports.

Check required State and Federal records for wages and minority goals.

Keep miscellaneous records and prepare reports as needed.

Review and recommend solutions to special construction issues and site conditions.

Schedule and arrange construction survey, soil/material testing, and other services.

Coordinate shutdowns of city facilities for new connections, ensuring compliance.

Coordinate construction and inspection services with contractors, agencies, and utilities.

Respond to citizen complaints and requests for information.

Perform related duties as required.

Provide vacation and temporary relief as necessary.

Qualifications – Knowledge

Construction methods, materials, specifications, and equipment.

Basic survey practices.

Field engineering practices and design standards.

Local ordinances, regulations, and standards.

Safe working practices and related regulations.

Material testing methods and techniques.

Office procedures, equipment, software, and digital camera for record management.

Basic report preparation and business letter writing.

Customer service principles.

Abilities

Inspect projects for compliance with plans and specifications.

Accurately read and interpret engineering plans and specifications.

Keep accurate records and prepare reports.

Make accurate mathematical calculations, including volumes and material quantities.

Operate modern office equipment.

Work independently and efficiently to meet project requirements.

Work safely, ensuring public safety in emergencies.

Education & Training Field Engineering Inspector I

– Equivalent to completion of the twelfth grade plus college courses in math, science, engineering, or construction technology.

Field Engineering Inspector II

– Education equivalent to completion of two years of college in an engineering curriculum or engineering technology curriculum in a trade school.

Experience Field Engineering Inspector I

– Two years (full‑time equivalent) of public works construction experience in a municipality or subprofessional engineering experience.

Field Engineering Inspector II

– One year of experience as a Field Engineering Inspector I with the City of Escondido or three years of responsible experience performing inspections of major public works projects.

License or Certificate Must possess a valid Class C California driver’s license at the time of application. Subject to 24‑hour emergency callback and may require overtime, weekend and holiday work.
