Street Maintenance Inspector

The City's Street Maintenance Inspector performs responsible technical work inspecting and ensuring the quality of work and compliance with local and state requirements with contractors working on City streets and within the City's right-of-way. Performs field inspections for Erosion and Sediment (E&S) and stormwater compliance. Work is performed under the supervision of the E&S Program Manager. The hiring amount for this position is between $23.42 - $28.78 an hour ($48,713.60 - $59,862.40 annually). Inspects commercial and residential construction sites for private and public development for compliance with Erosion and Sediment Control (ESC) plans, Stormwater Management (SWM) plans, and Stormwater Pollution Prevention Plans (SWPPP), including new and existing stormwater facilities. Inspects methods and materials used in the construction of the City's streets, sidewalks, gutters, storm drains, catch basins, driveways, approaches, culverts, etc. Examines construction methods and materials used to ensure compliance with all applicable codes and regulations. Assists in conducting routine inspections on an annual basis of stormwater Best Management Practices (BMPs) to ensure proper function. Attends pre-construction meetings for both E&S and SWM and progress meetings, as needed. Assists in providing technical support or information to contractors, developers and owners of construction projects, both public and private. Participates in trainings and conferences to keep up to date on regulations and compliance strategies pertinent to the job and to maintain required certifications. May be required to determine effectiveness of plans and review findings with engineering staff as needed. Ensures all projects comply with ESC standards and specifications as well as applicable ESC and SWM laws and regulations. Inspects subgrades, formwork, reinforcing, placement and finishing of various types of concrete applications (curbs, sidewalks, stairs, ADA ramps, etc.) in accordance with City and VDOT specifications and standards. Inspects soils concerning the removal of unsuitable materials, placement and compaction of fill material and preparation of subbase and base materials for work within the ROW in accordance with City and VDOT standards. Prepares inspection reports and notifies contractors and/or supervisor in writing or verbally of findings, deviations or errors and advises as to corrective action. Keeps daily progress records, prepares reports. Follows up on reports of contractor damage to public and private property, ensures repairs are satisfactorily completed. Ensures proper control measures are taken by contractor, responds to emails and complaints regarding measures on construction sites. Ensures proper public notifications of such work. Communicates effectively with the public and contractors. May confirm qualifications of contractor personnel as needed. Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time. Regular and reliable attendance. Subject to be called back to work to the City in emergencies or as needed to provide necessary services to the public. Must have the ability to be contacted and respond based on Departmental guidelines. Other Duties Performs additional duties to support operational requirements as apparent or assigned. Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education. High school diploma or GED AND 2 years of experience in street/traffic maintenance, construction, inspections, or related area. OR 4 years of experience in street/traffic maintenance, construction, inspections, or related area. OR An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above. Certifications/Licenses/ Other Requirements Must obtain and maintain a valid Virginia Driver's License and acceptable driving record according to city criteria. Erosion and Sediment Control (ESC) Inspector certification, within 12 months of start date. Stormwater Management (SWM) Inspector certification, within 12 months of start date. ACI Inspector Grade I, within 12 months of start date. VDOT Asphalt Field Level I, within 12 months of start date. Soils and Aggregate Compaction, within 12 months of start date. Subject to weather and non-weather emergency response and standby call with minimum response time requirements. Required to successfully pass a pre-employment background check, physical, and drug screen. Knowledge, Skills, Abilities and Other Characteristics Job Knowledge Knowledge of street milling, paving practices, concrete formwork and placement, subgrade preparation and techniques, roadway construction and traffic plans and street infrastructure requirements. Knowledge of applicable local and state requirements, ordinances, and regulations. Knowledge in ADA regulations as it pertains to work within right-of-ways. Knowledge of safety practices and OSHA standards. May also require knowledge of erosion and sediment control, stormwater management and stormwater pollution prevention practices. Reading Intermediate: Ability to read and understand written materials such as regulations, safety standards, reports, blueprints, design plans, specifications, etc. Review documents for technical and content errors. Writing Intermediate: Ability to organize data and write clear and concise reports to notify contractor of non-compliance issues and to keep management informed of project progress, changes, etc., using proper format, punctuation, spelling, and grammar. Math Intermediate: Ability to work with and understand number systems; simple formulas, practical application of fractions, percentages, ratios/proportions, and measurements; including to review of contract specifications and calculations. Communication Skills Intermediate: Establish and maintain effective working relationships with co-workers, city staff, vendors, contractors, and the public. Ability to provide and receive complex information. May include interactions that involve stressful, negative situations requiring significant tact and the ability to diffuse aggressive behavior and reach consensus. Elements of persuasion may be necessary to gain cooperation and understanding. Independence and Decision-Making Requires General Direction: Normally performs the job by following general instructions or established standard operating procedures and/or policies. There is some discretion when making decisions among a few easily identifiable choices of the appropriate procedure or policy to apply to duties. Performance is reviewed frequently. Technical Skills Skilled: Comprehensive, practical knowledge of operations and analytical judgment and decision-making abilities. Skill in reading blueprints and design plans. Skill in the use of a computer and Microsoft Office applications, departmental software, and data entry. Fiscal Responsibilities No budget or fiscal responsibilities.
