Overview The Department of Innovation & Technology (DoIT) seeks a qualified candidate for the GenTax Computer Programming Analyst. The role provides a wide range of Information Technology (IT) application services for DoIT/IDoR, coordinating specialized application development and project management for the GenTax Integrated Tax System’s Revenue Accounting & Transaction Section.
Responsibilities
Coordinate and conduct specialized application development for systems and subsystems of average complexity associated with the Revenue Accounting & Transaction Section in the GenTax Integrated Tax System.
Serve as a project coordinator for standard projects, including small to medium size hardware/software deployments and installations.
Assist higher‑level analysts with scheduled and remedial maintenance of application services.
Conduct feasibility studies for system conversions and enhancements.
Stay current with new IT developments through training, conferences, and educational resources.
Perform other duties as required or assigned within the scope of responsibilities.
Minimum Qualifications
Four (4) years of college coursework in computer science or a directly related field.
One (1) year of professional experience in application services or a related IT field.
Specialized Skills
One (1) year of professional experience developing, maintaining, and enhancing application code using C#, VB.NET, Microsoft SQL, and Visual Studio in an enterprise environment.
One (1) year of experience developing or maintaining applications in GenTax supporting revenue accounting or transaction management operations.
One (1) year of experience coordinating projects or technical initiatives, including task assignment, tracking, and delivery of system components.
Preferred Qualifications
Additional experience with SQL development, including writing, optimizing, and debugging stored procedures and scripts.
Ability to lead or coordinate technical staff to achieve project deliverables.
Strong communication skills for presenting technical concepts to both technical and non‑technical stakeholders.
Experience with feasibility studies for system conversions and enhancements.
Problem‑solving skills in troubleshooting application issues and defining operational solutions.
Effective relationship‑building with associates, vendors, and clients.
Conditions of Employment

Authorization to work in the United States and eligibility for a permanent full‑time position with the State of Illinois.
Successful completion of a position‑specific background check and self‑disclosure of criminal history.
Travel as required by job duties.
Ability to work outside normal business hours when needed.
Attendance at seminars, conferences, and training sessions to stay current.
Use of agency-supplied equipment (e.g., cell phone, laptop).
Passage of a tax compliance check.
Ability to lift and carry objects weighing up to 20 pounds.
