King County Metro seeks 2 expert race equity, inclusion, and belonging practitioners to serve as EIB Manager 1. One position is career service and will be dedicated to the Rail Division. The second position is temporary (till end of 2027) and will be dedicated to the Bus Operations Division. Both EIB Manager 1 positions will work as part of the Equity, Inclusion, and Belonging Team in a centralized team structure for King County Metro.
About the Role Equity, Inclusion, and Belonging (EIB) at Metro: This position will implement and ensure Racial Equity and Social Justice initiatives within the Metro department are aligned and integrated with King County’s pro‑equity and anti‑racism goals and approaches. As part of the EIB team and in partnership with employees and colleagues, the successful candidate will contribute to the development of designs, plans, management, and communication for advancing racial equity, social justice, inclusion, and belonging for a department of over 5,000 employees. The Special Projects Manager 1 roles will spend 75% of their job in either the Bus Operations Division or the Rail Division. The remaining 25% of the work will be dedicated to enterprise‑wide initiatives as part of the EIB Team.
Position 1: EIB Manager 1 – Rail Division (Career Service)
Develop an Equity, Inclusion and Belonging strategy for Rail in coordination with EIB and Rail Division leadership. Implement strategy in partnership with key constituents.
Be an active and present member of Rail’s Leadership Teams, providing counsel to Division leaders on equity, inclusion, and belonging principles.
Provide support and guidance in Rail on creating an inclusive and diverse work environment that centers and aligns with Metro and King County’s Equity and Social Justice goals, and Rail’s divisional goals for a culture of care.
Engage Rail staff and management on diversity and inclusion concerns and gather feedback to synthesize into workplans for specific interventions.
Engage with frontline staff and management on a routine basis, developing lasting relationships and supporting change within the Division.
Able to shift schedule to support a 24/7/365 operation and show up at different times of day/days of the week depending on the needs of the Division.
Able to work onsite at Rail’s facilities at least 3 days a week.

Support strategic development of a racial equity and social justice plan for the bus operations division. Implement strategy in partnership with key constituents.
Engage Bus Ops staff and management on diversity and inclusion concerns and gather feedback to synthesize into workplans for specific interventions.
Support data and evaluation tools to measure equity progress and outcomes.
Consult and support the development of equity policies that advance a pro‑equity and anti‑racist agenda.
Hold space and facilitate engagements for different levels of bus operations to support capacity building, empowerment, and collaboration, including operators, supervisors, chiefs, and superintendents.
Support, advise, and coach management to build capacity and knowledge on racial equity and social justice.
Facilitate conversations about equity, inclusion, and belonging across the division, including quarterly meetings when needed.
Attend and serve on committees and sub‑committees supporting organizational change, such as the Core Team and leadership team for bus operations.

Minimum Qualifications
Strong organizational change and strategic implementation experience, with a focus on dismantling systemic racism and advancing racial equity.
Skilled in coaching, facilitation, mediation, and conflict resolution, including addressing racialized conflict and fostering meaningful engagement.
Demonstrated ability to work across all organizational levels and with diverse stakeholders, including unions, leadership, elected officials, and employees.
High emotional intelligence, self‑awareness, and active engagement in understanding race, power, privilege, and intersectionality.
Proven experience creating and monitoring equitable processes, systems, and outcomes using both qualitative and quantitative analysis.
Effective communicator and relationship‑builder, able to inspire culture change and engage historically marginalized communities.
Strong critical thinking and problem‑solving skills with the ability to analyze power dynamics and support leadership growth.
Experienced project manager capable of leading complex, multi‑disciplinary initiatives from vision through implementation.
Desirable Qualifications
Five years progressive experience advancing equity, inclusion, and belonging in a complex and large organization.
Documented professional experience in a non‑profit/public organization and/or in a union environment.
Evidence of prior leadership that notably impacted systems of oppression and/or institutional racism.
Direct engagement with frontline and customer‑facing employees.
Skilled in navigating unionized environments.
Background in transit operations and systems.
