The Site Development Preconstruction Manager is responsible for managing the estimating, budgeting, and preconstruction activities related to site development. This role ensures accurate cost assessments, competitive bids, and effective collaboration with clients, engineers, and subcontractors during the preconstruction phase.
Principle Responsibilities Prepare detailed quantity takeoffs and cost estimates for site work, including clearing, grading, utilities, hardscape, erosion control, and stormwater management. Analyze Geotech reports with grading & utility plans to recommend grade adjustments and develop strategies for management of rock and moisture sensitive soils. Solicit and evaluate subcontractor and supplier quotes to ensure competitive pricing. Develop conceptual and preliminary estimates from limited design information. Identify potential risks, value engineering options, and cost-saving opportunities. Develop concept site plan alternatives to maximize land value. Assist with developing project phasing plans and logistics for site development. Maintain up-to-date knowledge of local codes, stream and wetland permitting restrictions, brownfields site management, landscaping requirements, materials, and market pricing trends.
Qualifications Bachelor’s degree in Civil Engineering, Construction Management, or related field (preferred). 3+ years of experience in estimating or preconstruction for civil/site work projects (grading, utilities, earthwork, etc.). Proficiency in estimating software (e.g., HCSS HeavyBid, AGTEK, Bid2Win, Earthworks, Site Ops, AutoCad Civil 3D, Infraworks, or similar). Strong knowledge of civil drawings, specifications, and means & methods. Excellent analytical, organizational, and communication skills. Proficiency in Excel and other Microsoft Office applications. Ability to work independently and collaboratively in a fast-paced environment.
