Remote Background and Purpose

The UNICEF Social Policy and Social Protection Programme Team seeks a short-term consultancy to accelerate progress in implementing the Global Accelerator on jobs and social protection for just transitions. Scope of Work

Climate change increases social and economic inequalities, affecting children in poverty most acutely. The consultant will contribute to: Undertake a synthesis of literature on the effectiveness of social protection in supporting climate change adaptation outcomes for the most vulnerable (e.g., children, youth, persons with disabilities, women and girls, and children on the move); identify salient evidence gaps. Develop the implementation roadmap and action plan for the USP2030 financing group led Sevilla Platform for Action (SPA) initiative on financing social protection. Deliverables

Inception report outlining the methodology and theory of change/impact pathways. Draft synthesis of global evidence with findings and relevant TOCs; include a summary presentation. Final synthesis report (approx. 15 pages) plus a short summary (max 2 pages) and an accompanying presentation. Technical note and other communications highlighting the role of social protection in strengthening adaptation capabilities. Implementation Roadmap and Action Plan for the USP2030-led SPA initiative on financing social protection, aligned with the Sevilla Commitment (12–18 month rollout). Progress Update Report detailing activities, achievements, challenges, and recommendations. Terms of Reference / Key Deliverables

Deliverables with deadlines: Deliverable 1 — Inception report (TOC/impact pathways) and methodology for evidence collection. Deadline: November 30, 2025. Deliverable 2 — Draft synthesis report and summary ppt. Deadline: December 31, 2025. Deliverable 3 — Final synthesis report (approx. 15 pages), short summary, and communication products. Deadline: January 31, 2026. Deliverable 4 — Implementation Roadmap and Action Plan. Deadline: December 15, 2025. Deliverable 5 — Progress Update Report. Deadline: March 31, 2026. Qualifications

Education:

Post-graduate degree (doctoral preferred) in relevant fields such as economics, public policy, political science, or development studies. Knowledge/Experience/Skills: 5+ years of research or evaluation experience in synthesis of literature and evidence gap mapping in social protection, social policy, child poverty, public finance, or related fields, with understanding of climate change links. Knowledge of social protection in climate change, humanitarian, or fragile contexts. Expertise in quantitative and qualitative methods for measuring impacts and asking questions like what works, for whom, and at what cost. Familiarity with UNICEF programme portfolio on child poverty and social protection, including in humanitarian contexts. Competencies

Ability to deliver outputs under tight deadlines with multi-stakeholder collaboration. Strong communication and presentation skills in English. Proficiency in English required. Language Proficiency

Fluency in English; knowledge of another UN language is preferred. Requirements
