CORRECTIONAL OFFICER LIEUTENANT (Environmental Compliance and Safety Officer (ECSO))
This posting is used to fill future vacancies. This position is limited to current Department of Public Safety & Correctional Services employees who hold the requirements for this classification and are currently on the eligibility list.
Main Purpose of Job The Environmental Compliance and Safety Officer is assigned in each of the major facilities in the Department of Public Safety and Correctional Services, including all Division of Correction facilities, Patuxent Institution, and Central Booking and Intake Facility. This position is responsible for the administration of an environmental, health and safety program for each facility, following standards and guidelines from OSHA, MOSH, EPA, MDE, etc. This is a Day Shift position working Monday through Friday to pursue the implementation and administration of a comprehensive Environmental and Safety Program.
Position Duties
Assists in the planning, development, implementation and administration of an environmental, health and safety program in the institution through guidance and training, and its associated facilities to help ensure compliance with applicable regulations (e.g., US EPA, MDE, NFPA, MOSH, MD Commission on Correctional Standards, ACA). Regularly resolves routine problems, develops and implements corrective action plans. Responsible for environmental sampling notification of incidents to proper authorities and documentation.
Inspects the facility and related areas weekly/monthly/quarterly and as needed to ensure compliance with applicable regulations and standards. Investigates work-related injuries/incidents and develops corrective action plans. Maintains records/files for history information and review. Develops, recommends and implements corrective action plans as needed.
Provides safety training to employees and inmates to ensure understanding and compliance with standards and regulations. Attends necessary training/seminars to stay up-to-date on environmental, safety and health standards. Coordinates Facility Based Risk Management Meetings.
Coordinates and schedules facility inspections and audits with management. Conducts meetings to determine inspection results and areas of non-compliance. Escorts agency representatives during inspections and meetings. Assigns actions and assists management in developing and implementing corrective action plans as needed.
Minimum Qualifications
Education:
High School diploma or high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission regulation.
Experience:
Two years of experience leading the work of Correctional Officers in the custody and security of adult inmates or in performing advanced work as a Correctional K-9 Officer or Correctional Internal Security Officer.
Notes
The above educational requirement is set by the Correctional Training Commission in accordance with Correctional Services Article, Section 8-209.
Candidates may substitute additional education at an accredited college or university for the required experience at a rate of sixty credit hours for one year, with a minimum of 15 credit hours in criminal justice or related social sciences.
Candidates may substitute equivalent State experience in other correctional classifications involving daily inmate contact for the required experience, in classifications with salary comparable to Correctional Officer Sergeant.
Candidates may substitute U.S. Armed Forces military service experience in correctional classifications or related field for the required experience on a year-for-year basis.
Desired or Preferred Qualifications Preferred qualification:
Applicant must have a year or more experience in environmental compliance / fire and safety / sanitation / auditing.
Licenses, Registrations and Certifications
Employees may be assigned duties requiring the operation of a motor vehicle and must possess a Maryland valid driver's license.
Employees may be required to operate large vans for transportation of inmates and may need a Class C Maryland driver's license.
Special Requirements
Meet selection standards required and complete training prescribed by the Maryland Correctional Training Commission during probationary period (Correctional Services Article, Section 8-209). See Code of Maryland Regulations for details.
U.S. Citizenship or Resident Alien status
Must be at least 21 years of age
Completed background investigation
Oral interview
Physical examination
Employees hired or reinstated on or after July 1, 2016 must complete Entrance Level Firearms Training and demonstrate proficiency periodically
Subject to call-in 24 hours a day
Subject to substance abuse testing as per regulations
