Position Description The Harris County Tax Assessor-Collector’s Office is seeking a results-driven and detail-oriented Finance & Business Analyst to join our team. This role will serve as a key partner to our Finance and Accounting teams within the Financial Services Division, supporting financial modeling, forecasting, reporting, and strategic planning efforts. The ideal candidate combines strong analytical capabilities, business acumen, and exceptional communication skills to translate data into actionable insights that support executive decision‑making.

About the Tax Assessor-Collector The Harris County Tax Assessor-Collector’s Office is essential for ensuring the proper administration of tax laws and providing vital services to the community. The office plays a key role in local government, handling various financial and administrative tasks, including:

Property Tax Collection: Assess and collect property taxes for all eligible commercial and residential property owners and entities. Calculate property taxes based on appraised values and ensure collection and distribution to the appropriate entities.

Motor Vehicle Services: Manage commercial and residential vehicle registration, issue license plates, and handle vehicle title transfers, including the collection of associated fees.

Voter Registration: Oversee voter registration within the county, issue voter registration certificates, and maintain an accurate voter registration roll.

Additional Revenue Collection: Collect certain fees, fines, and revenues related to permits or state mandates, depending on the county’s needs.

Job Duties and Responsibilities

Build and maintain robust financial models to support forecasting, scenario planning, and business cases for strategic initiatives.

Collaborate with the Accounting and Budget teams to develop and maintain dashboards, monthly/quarterly reports, variance analysis, and KPIs.

Analyze data to identify trends, risks, and opportunities; synthesize findings into concise, visual, and compelling presentations.

Conduct ad hoc financial analyses to support leadership decisions and provide recommendations based on findings.

Prepare executive‑level presentations and reports to C‑Suite and non‑financial stakeholders.

Leverage Excel, PowerPoint, and reporting tools (e.g., Power BI, Tableau, or similar) to streamline reporting and improve data visualization.

Requirements Education and Experience

Bachelor’s degree in finance, accounting, business administration, or a related field.

A minimum of 5 years of experience in finance or accounting.

Knowledge, Skills & Abilities

Advanced proficiency in Microsoft Excel (e.g., pivot tables, lookups, modeling) and PowerPoint.

Experience working closely with finance, accounting, or budgeting teams.

Strong communication skills and ability to explain complex data and financial concepts clearly and effectively.

Experience with data visualization tools or business intelligence platforms a plus (Power BI, Tableau, etc.).

Highly organized, detail‑oriented, and capable of managing multiple priorities in a fast‑paced environment.

Self‑starter who has a sense of accountability, can work independently, and take ownership of the procurement process.

Comfortable navigating complex purchasing decisions and has high organizational skills and strong follow‑through.

General Information Work Environment and Physical Demands

Typically, an office environment with adequate lighting and ventilation, and a normal range of temperature and noise level.

Minor physical effort required, which may involve long periods of standing, walking, bending, reaching, stretching, climbing, lifting up to 30 lbs or similar activities (e.g., filing, delivering, sorting).

May require attendance at outside training seminars and/or conferences.

A frequent volume of work and deadlines impose strain on a routine basis.

Regular application of basic skills (calculator, keyboard, hand tools, eye/hand coordination).

Position Type and Typical Hours of Work

Monday‑Friday 7:45 am – 4:45 pm; subject to overtime and weekend.

Open Until Filled/ Applications Reviewed on a Rolling Basis.
