Job Description Acts as a liaison between the IT organization and the business partner. Analyzes business issues, defines requirements, and explains complex data flows to a wide range of audiences.
Responsibilities
Works on multiple projects/applications as a project team member; considered a subject matter expert for several projects/applications.
Works on projects of moderate to high complexity within one or more development environments.
Ensures business needs are met by systems built, changed, enhanced, or purchased.
Identifies and communicates business needs for multiple/complex software solutions by translating these needs into functional and non‑functional requirements used by software developers, typically in a formal requirements document.
Conducts the elicitation, analysis, and documentation of multiple customers' business requirements for assigned projects/applications.
Participates in and facilitates customer meetings and project team meetings during all phases of the Software Development Lifecycle (SDLC).
Serves as a liaison between business partners and the development team to provide technical solutions that meet user needs.
Utilizes requirements elicitation techniques such as workshops, interviews, and shadowing.
Develops, writes, and communicates business and functional requirements and produces documentation including use case narratives, use case diagrams, and functional/non‑functional requirements, ensuring thoroughness and accuracy.
Articulates data flow concepts, explains the purpose and impact of data movement, and answers questions from technical experts and business users.
Creates and maintains Screen Designs, User Story Maps, and Process Flow diagrams in Lucidchart.
Creates and maintains User Stories in JIRA.
Works in the office 5 days each week (this is not a telework position).
Performs all other duties as assigned.

Minimum Education/Experience Bachelor's degree in computer science, information systems, or proven equivalent work experience, and a minimum of three years of hands‑on experience working on diverse data integration projects.
Two or more years of experience in advanced level use, evaluation, and implementation of tools for requirements elicitation and documentation, integration, and user acceptance testing.
Advanced knowledge of requirements elicitation techniques, business modeling, use case design concepts, information systems, and software development life cycles.
Experience defining API service calls including format and content of incoming requests and outgoing responses.
Experience collaborating closely with API developers to ensure defined APIs meet functional and non‑functional requirements.
Experience creating clear, concise, and comprehensive data flow diagrams.
Ability to explain complex data flows to a wide range of audiences using diagramming tools.
Preferred Qualifications
Experience working in state or local government, specifically with the Georgia Criminal Justice System.
Advanced level experience in software development methodologies such as Agile, Scrum, and Waterfall.
Project management certification (PMP) through the Project Management Institute or ITIL foundational certification.
Experience with Lucidchart.
Experience with JIRA.
