Peer Recovery Specialist, Grant Services Specialist II (NCS) - Mayor's Office of Homeless Services Salary Range:

$43,901.00 - $69,639.00 Annually Starting Pay:

$43,901.00 Annually

Job Summary The Baltimore City Mayor’s Office of Homeless Services is seeking a dynamic and experienced Peer Recovery Specialist to provide peer recovery support services to clients with substance use disorders, mental health disorders, and/or co-occurring disorders. The specialist will work onsite at funded shelters and drop‑in centers, providing weekly site visits and service referrals, and will report directly to the Emergency Services Manager.

Responsibilities

Lead resident support groups at various shelter locations.

Provide outreach services weekly at assigned sites.

Assist clients with symptom management and recovery, modeling wellness, personal responsibility, and self‑advocacy.

Coordinate training with internal and external stakeholders on substance abuse and peer recovery programs.

Promote personal growth and development with mental health and substance abuse issues.

Assist, teach, and support clients regarding Activities of Daily Living.

Assist the Emergency Services Team with crisis management in the various shelter locations and support the coordinated entry line during Code Red and Code Purple winter shelter operations.

Attend meetings and annual conferences related to peer recovery services.

Qualifications Education:

Associate degree in human services or related field from an accredited college or university.

Experience:

Career experience in social services, supportive housing, or working with homeless persons, including 2 years of HMIS experience and 1 year of paid community service work or outreach.

Equivalency:

High school graduation or GED certificate plus an equivalent combination of education and experience.

Ability to prepare and present ideas and information clearly and concisely.

Observational skills to interpret demeanor and spot signs of distress or crisis.

Effective communication and active listening skills for productive conversations and group sessions.

Organizational skills to maintain accurate records for multiple clients.

Computer and documentation skills.

Problem‑solving skills to help clients overcome obstacles to recovery.

Excellent writing skills to produce clear, concise recovery reports.

Thorough knowledge of English usage.

Additional Information

Background check required for positions of trust.

Mandatory six‑month probation for all selected candidates.
