About Loving Hearts Adoption Services Catholic Charities of Southern Nevada has created a separate entity for its Adoption Services Program, called Loving Hearts Adoption Services. The new name builds off nearly a century of experience in facilitating thousands of adoptions. Loving Hearts Adoption Services is an accredited adoption agency and 501(c)(3) nonprofit agency that provides lifetime support to expectant families, adoptive families, and adoptees before and after placement. Through compassion, clear communication, ethical practices, and support from licensed Social Workers and staff, we are dedicated to making the best adoption plan possible for everyone involved in the adoption process.

Position Summary The Vice President of Family Services provides visionary leadership and strategic oversight of Catholic Charities of Southern Nevada’s Family Services Division, which includes Loving Hearts Adoption Services, the WIC Program, and emerging family-centered initiatives. This executive role is responsible for ensuring high‑quality, trauma‑informed, and client‑centered service delivery while positioning the division for sustainable growth. The Vice President will drive innovation, strengthen community partnerships, and champion advocacy efforts that advance family well‑being and align with the agency’s mission. This role works closely with the Chief Operating Officer, executive leadership team, and community stakeholders to expand the reach and impact of adoption, nutrition, and family‑strengthening services across Southern Nevada.

Essential Responsibilities Strategic Leadership & Growth

Develop and execute a strategic vision for the Family Services Division, aligning programs with the agency’s mission and evolving community needs.

Expand the Loving Hearts Adoption program by increasing visibility, partnerships, and services to position it as a leading adoption provider in Nevada.

Identify and launch new initiatives that promote family stability, maternal and child health, and parent education.

Cultivate and steward relationships with donors, funders, legislators, and community leaders to secure resources and elevate the division’s profile.

Program Oversight & Operations

Provide executive oversight for Adoption Services and WIC Program operations, ensuring compliance with state, federal, and accreditation standards.

Lead the development, implementation, and evaluation of division‑wide goals, performance metrics, and outcomes.

Oversee budgeting, financial accountability, and grant compliance across Family Services programs.

Ensure seamless collaboration across divisions and with external partners to maximize holistic family support.

Staff Leadership & Development

Recruit, mentor, and retain a high‑performing, multidisciplinary team of program managers, licensed adoption professionals, and support staff.

Create a culture of excellence, accountability, and continuous improvement through professional development and coaching.

Promote cross‑training, staff certification, and leadership pipeline opportunities within the division.

Community Engagement & Advocacy

Serve as a key ambassador for Catholic Charities in the areas of child welfare, adoption, maternal/child health, and nutrition assistance.

Expand outreach efforts to increase client participation, community awareness, and partner engagement.

Represent the agency in policy discussions, court hearings, and coalition efforts that strengthen family services at the local and state level.

Compliance & Quality Assurance

Ensure adoption services meet Nevada child welfare laws and ethical standards of practice.

Maintain compliance with Nevada State WIC Office guidelines, federal nutrition regulations, and agency policies.

Oversee preparation for licensing reviews, audits, and grant renewals.

Drive a culture of trauma‑informed, culturally competent, and client‑centered care across all service areas.

Knowledge, Skills, And Abilities

Proven expertise in child welfare, adoption services, maternal and child health, and public nutrition programs.

Strong track record of strategic growth, program expansion, and external partnership development.

Demonstrated ability to lead and inspire multidisciplinary teams toward excellence.

Deep understanding of state/federal funding, compliance requirements, and quality improvement frameworks.

Exceptional communication and relationship‑building skills, with ability to engage donors, policymakers, and community partners.

Strong fiscal management, including multi‑million‑dollar budgets and grant‑funded programs.

Bilingual (English/Spanish) preferred.

Qualifications

Master’s Degree in Social Work (MSW) or related field required.

State of Nevada Licensed Social Worker (LSW) or eligibility required.

7 years of progressive leadership experience in social services, child welfare, adoption, or public health programs.

Minimum 3 years in a senior leadership or executive role managing multiple programs and budgets.

Demonstrated success in program growth, community partnership development, and staff leadership.

Experience with federal or state‑funded grant programs strongly preferred.

Must successfully pass criminal background and child abuse registry checks.

Valid Driver’s License, Nevada State minimum required auto insurance, and reliable transportation.

Flexible schedule with ability to work evenings and weekends as needed.

Physical Requirements

Time is split between office work and in‑home visits. Occasional visits to hospitals, jails, prisons and other off‑site locations.

Ability to communicate with clients, co‑workers and others involved in the adoption process.

Ability to carry emergency cell phone and respond as needed after regular business hours.

Ability to operate and use office equipment, especially copier, computer, keyboard and mouse.

Ability to continuously sit and/or stand. Ability to walk continuously if needed and climb stairs as needed.

Ability to operate vehicle including sitting for extended periods, and entering and exiting the vehicle.

May occasionally lift up to 25 pounds.
