Senior/Lead Structural Inspection Quality Control Engineer
This position is contingent upon contract award.
Location: Rockville, MD / DMV area (specific location based on site/client office)
Responsibilities
Develop and maintain comprehensive knowledge of structural inspection standards and procedures to ensure compliance with established guidelines
Conduct quality control reviews of inspection reports, witness and assess field inspections
Perform post‑inspection quality control in accordance with the requirements
Serve as a technical resource by offering guidance on inspection best practices to inspectors
Develop and support QC inspection process improvements
Generate reports based on inspection findings to support the Program Director, maintenance and engineering teams, and asset management in prioritizing maintenance and renewal recommendation
Perform other duties as assigned by the Program Director or designee to support accurate and reliable inspections and documentation of the inspections
Qualifications
Bachelor’s Degree in Civil Engineering with a structural emphasis
Professional Engineer (P.E.), including a minimum requirement of five (5) years of hands‑on experience on structural inspection and testing experience, on major transit system
Ability to perform QC of structural inspections on a wide range of assets including bridges spans, tunnels, culverts, stations, retaining walls, fences, S&I pits, bus and parking garages, and other infrastructure
Experience in structural inspection testing. Ability to identify and recommend the most applicable non‑destructive (NDT) and destructive testing methods.
Experience using inspection tools such the “D‑Meter” and other NDT tools such as Dye Penetrant
Ability to communicate effectively and coordinate schedules with on‑site structural inspection crews and provide detailed and accurate QC reporting on field inspection tasks and inspection reports
Experience with providing recommendations on prioritizing structural asset management strategies, including maintenance and renewals
Proposed Professional Engineer (PE) must possess the following certifications:
FHWA‑NHI‑130055 Safety Inspection of In‑Service Bridges or
FHWA‑NHI‑130056 Safety Inspection of In‑Service Bridges for Professional Engineers; and
FHWA‑NHI‑130078 Fracture Critical Inspection Techniques for Steel Bridges.
Proposed Engineer in Training (EIT) must possess the following certifications:
FHWA‑NHI‑130055 Safety Inspection of In‑Service Bridges
Preferred Qualifications
Additional certifications and knowledge areas strongly preferred:
FHWA‑NHI‑130110 (Tunnel Safety Inspection)
National Tunnel Inspection Standards (NTIS)
Tunnel Operations, Maintenance, Inspection and Evaluation (TOMIE) Manual
Specifications for the National Tunnel Inventory (SNTI)
National Certified Tunnel Inspector (NCTI)
FHWA‑NHI‑130078 (Fracture Critical Techniques)
Completion of a 10‑hour OSHA safety course.
Salary and Benefits Proposed Salary: $110 - 140k annual
