Duties

Serves as functional expert who facilitates the end-to-end business cycle design as fully synchronized with DLA’s continually evolving strategic direction and transformational programs.

Supports the Financial Systems Integrator in business system initiatives, such as development of new capabilities, enhancements, and software upgrades for the SAP solutions and/or interfacing systems.

Ensures that enterprise-wide processes and procedures, as well as documented business rules, are adhered to, and captures instances in which end users encounter problems.

Reviews and analyzes data regarding enterprise-wide financial management functional business processes to evaluate the efficiency of operations against established requirements.

Provides advice to operating and/or management officials on policy interpretation and development.

This position requires DoD Financial Management Level 2 certification within 2 years in accordance with DoD Instruction 1300.26, DoD Directive 5118.03 and section 1599d of Title 10, U.S.C. Once obtained, you must maintain and improve proficiency.

Qualifications

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

Analyzing financial end-to-end processes to include manual and systemic processes and their associated internal controls.

Collaborating with both financial and other functional areas to deliver cross-function and/or cross-site solutions or process improvements.

Ensuring implementation and application of functional decisions and policies.

Identifies functional process issues and develops proposals for new or revised process structures to improve performance effectiveness.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education Substitution of education may not be used in lieu of specialized experience for this grade level.
