Main Purpose of Job The Correctional Officer Sergeant for the Department of Public Safety and Correctional Services (DPSCS), Intelligence and Investigative Division (IID) Watch Center provides critical correctional knowledge and support. Acting with integrity and urgency, this role operates multi‑channel police radios, telephones, and computer terminals to handle incident reporting and dispatching information. The sergeant facilitates the reporting and assist with the investigation of serious and emergency incidents involving incarcerated individuals (II) or correctional officers in facilities and those on the Home Detention Program. The sergeant acts as a crucial liaison, ensuring the timely disbursement of information throughout the DPSCS agency.

Position Duties

Monitor real‑time informational feeds, alerts, and events from multiple sources to track potential risks, threats, and incidents.

Answer incoming calls from multiple phone lines and correctional facilities, following established procedures to record, analyze, and disseminate information.

Record incidents in the records management system (RMS).

Monitor the violation status of individuals on the Central Home Detention Program using the BI Total Access Global Positioning System.

Partner with Correctional Officer Lieutenants and the Watch Center Manager to gather and analyze information, identifying key issues and trends within correctional facilities and the Home Detention Program.

Coordinate resources and actions with different departments, agencies, and geographic areas during response and recovery efforts.

Assist with Police Communication Operators, Correctional Officer Lieutenants, and Correctional Officers to ensure consistency in processes and communication.

Create written and digital reports detailing daily actions and incidents.

Assist in evaluating the nature and scope of correctional facility incidents to recommend organizational responses to the CO Lieutenants and Watch Center Manager.

Assist Correctional Officer Lieutenants to dispatch detectives to serious incident scenes and send urgent email notifications as needed for follow‑up information.

Minimum Qualifications Education: High School diploma or high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission regulation.

Experience: Three years of experience as a Correctional Officer involving the custody and security of adult inmates.

Notes

Educational requirement is set by the Correctional Training Commission in accordance with Correctional Services Article, Section 8-209.

Candidates may substitute additional education at an accredited college or university at the rate of sixty credit hours for one year of the required experience provided that a minimum of 15 credit hours are in the field of criminal justice or related social sciences.

Candidates may substitute equivalent State experience in other classifications within the correctional field which involve daily contact with and custody of inmates for the required experience. Qualifying experience must be in a classification where the salary is comparable to that of Correctional Officer II.

Candidates may substitute U.S. Armed Forces military service experience in correctional classifications or correctional specialty codes in the criminal justice field of work equivalent to a Correctional Officer II on a year‑for‑year basis for the required experience.

Limitations on Selection This position is limited to current Maryland Department of Public Safety and Correctional Services (DPSCS) employees who are current Sergeants or eligible for promotion to Sergeant.

Licenses, Registrations, and Certifications

Employees in this classification may be assigned duties requiring the operation of a motor vehicle and must possess a valid motor vehicle operator's license in Maryland.

Employees may be required to operate buses for the transportation of inmates and must acquire a Class B Commercial Driver's License with passenger and air brakes endorsements valid in Maryland.

Special Requirements

Must have completed probationary correctional officer training prescribed by the Maryland Correctional Training Commission.

U.S. citizenship or resident alien status.

At least 21 years of age.

Completed background investigation.

Oral interview.

Physical examination.

Employees hired or reinstated on or after July 1, 2016 must successfully complete Entrance Level Firearms Training and demonstrate proficiency in firearms on a periodic basis.

Employees are subject to call‑in 24 hours a day and must provide a reachable telephone number.

Employees are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09.

Benefits

Personal Leave – new state employees are awarded six (6) personnel days annually (prorated based on start date).

Annual Leave – ten (10) days of accumulated annual leave per year.

Sick Leave – fifteen (15) days of accumulated sick leave per year.

Parental Leave – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.

Holidays – state employees also celebrate at least twelve (12) holidays per year.

Pension – state employees earn credit toward a retirement pension.
