Job Summary:

Under the supervision of the Director, Revenue Cycle Management, the RCM Billing and Reimbursement Manager II is responsible for assigned programs within the Bureau of Maternal Child Health (MCH). Responsibilities include medical billing charge capture, patient enrollment demographics, eligibility verification, claims submission, and resolution of claims rejections/denials. The role also entails reconciling charges, enrollment data, reimbursements, and preparing end‑of‑month reports while maintaining the RCM dashboard. The manager will be a subject‑matter expert for billing/reimbursement guidelines for MCH and Maryland Medicaid, and will provide excellent customer service to community partners and internal teams.

Essential Functions

Working knowledge with medical claims clearinghouse

Charge capture

Processing and submitting claims, and resolving claim denials

Patient communication – verifying insurance and data entry

Generating monthly reports, maintaining billing dashboard, and ad‑hoc reporting

Ensuring revenue cycle management integrity

Resolving A/R discrepancies and claim denial management

Timely filing guidelines for Medicaid, Medicare, and third‑party billing

Interpreting EOBs and payer remits from various insurance payers

Working knowledge of CPT and ICD‑10 code application

Minimum Qualifications Education:

Bachelor’s degree from an accredited college or university.

Experience:

Six (6) years of experience in medical billing and reimbursement in a physician office or group setting, with prior experience in physician billing systems and MS Office products (Word, Excel, Outlook).

Epic EMR/PM – Required

Equivalency Notes:

Ten (10) years of medical billing and reimbursement/revenue cycle management experience accepted in lieu of a BA degree.

Ability to read, write, and speak English effectively

Ability to work independently and make independent decisions when warranted

Strong communication skills to interact tactfully with personnel, visitors, patients, physicians, customers, and the public

Flexibility, personal integrity, and effective teamwork with other employees

Ability to follow written and oral instructions

Additional Information Background Check:

Eligible candidates under final consideration will be required to complete a criminal background check and/or fingerprint authorization, which must be successfully completed.

Probation:

All persons, including current city employees, selected for this position must complete a mandatory six‑month probation.
