Postion Summary The Program Executive Office for Defense Healthcare Management Systems (PEO DHMS) accelerates the Defense Health Agency’s mission to improve health and build readiness by acquiring, delivering, and continuously optimizing the federal electronic health record (MHS GENESIS) and connected digital health capabilities. DHMS is an acquisition agency that fields systems supporting care for the war fighter throughout their healthcare journey from the battlefield to the office. The data platform and associated services built within the DHMS ecosystem enables health record availability across the spectrum of healthcare from research to patient support.

The Enterprise Architect serves as a strategic leader and deputy to the Chief Technology Officer, responsible for shaping the organization’s technical vision and driving enterprise-wide innovation, modernization, and interoperability. This role combines deep technical expertise with strategic foresight to align architecture decisions with mission outcomes and organizational priorities. Acting as a trusted advisor to senior leadership, the Enterprise Architect leads efforts to define and govern enterprise architecture, proactively address emerging challenges, and deliver measurable improvements in user experience, mission readiness, and operational efficiency. The role requires exceptional leadership, collaboration, and communication skills to influence stakeholders, mentor teams, and ensure alignment across technical and business priorities.

Job Responsibilities

Partner with the Chief Technology Officer to shape and execute the organization’s technical vision, ensuring alignment with mission outcomes and long-term strategic goals

Act as a trusted advisor to technology and business leadership, translating business priorities into actionable technical strategies and architecture roadmaps

Lead the full Architecture & Service Excellence organization, acting as deputy-CTO as and when needed

Deliver on commitments of the Architecture & Service Excellence function, as outlined in the function’s management plan

Ensure adherence to strategic OKRs and key metrics / KPIs for service delivery and end user satisfaction

Define and oversee the enterprise architecture across business, application, data, and technology domains, ensuring scalability, interoperability, and security

Lead the development of DoDAF-compliant architecture artifacts, including operational views, system views, and capability maps, to provide clarity and direction for teams

Establish and enforce governance processes, such as architecture review boards and decision records, to ensure consistency, accountability, and alignment across the organization

Collaborate with cross-functional teams and stakeholders to align technical solutions with business needs, fostering trust and driving enterprise-wide solutions

Communicate complex technical concepts in a clear and compelling way to senior leadership, technical teams, and external partners, enabling informed decision-making

Mentor and empower architecture teams, fostering a culture of accountability, innovation, and technical excellence while maintaining strategic oversight

Drive measurable improvements in user experience, mission readiness, and operational efficiency by linking architecture decisions to outcomes and tracking key metrics

Develop and oversee strategies for cloud adoption, legacy system deprecation, and data interoperability, ensuring compliance with regulatory frameworks and security standards

Facilitate alignment across stakeholders with competing priorities, bridging gaps and building consensus to achieve enterprise-wide solutions

Stay ahead of industry trends, emerging technologies, and best practices, providing thought leadership to position the organization as a technology leader

Represent the organization in high-stakes technical discussions, serving as the go-to authority for complex architectural decisions and strategic initiatives

Qualifications

Bachelor’s degree in computer science, information systems, engineering, or a related field; advanced degree strongly preferred

At least 10 years of experience as an organizational leader in enterprise architecture and tech service delivery with a proven track record of delivering impactful solutions in complex, large-scale environments, preferably in healthcare or government sectors

Demonstrated ability to act as a strategic partner to technology and business leadership, shaping enterprise roadmaps and influencing high-stakes decisions

Proven track record of delivering technology solutions that create quantifiable benefits to an organization

Familiarity with public sector Acquisition processes and requirements

Deep expertise in defining and implementing enterprise architecture across business, application, data, and technology domains, including baseline, transition, and target states

Proficiency with Department of War software development life cycle practices and the Department of Defense Architecture Framework (DoDAF) version 2.02, including the DoDAF Meta-Model a plus

Proven ability to anticipate and mitigate downstream risks, ensuring architecture decisions align with organizational priorities and long-term goals

Expertise in designing and governing integration systems that connect diverse products through APIs, ETL pipelines, and data-sharing frameworks

Advanced knowledge of cloud architecture for regulated workloads, including Zero Trust principles, identity and access management, and compliance with frameworks such as HIPAA or FedRAMP

Strong understanding of data ecosystems, including data modeling, data engineering, and strategies for interoperability and AI-readiness

Exceptional communication skills, with the ability to distill complex technical concepts into actionable insights for senior leadership, technical teams, and non-technical stakeholders

Proven ability to lead and mentor cross-functional teams, fostering collaboration, accountability, and technical excellence across the organization

Strong analytical mindset, with the ability to define and track enterprise architecture metrics, such as standards adoption, architecture debt reduction, and decision record throughput

Experience with enterprise Agile delivery, aligning architectural roadmaps with program backlogs and measurable outcomes

Strategic mindset with the ability to stay ahead of industry trends, emerging technologies, and best practices, positioning the organization for long-term success

Demonstrated ability to represent the organization in high-stakes technical discussions, serving as the go-to authority for complex architectural decisions and strategic initiatives

United States citizenship and the ability to obtain a Secret clearance

Availability to attend on-site customer meetings in Rosslyn, Virginia, as needed
