Business Analyst with State Government Experience

Description This role is a 12-to-18-month contract position with a hybrid work model. Candidates will undergo in-person interviews and must possess a minimum of 5 years of business analyst experience in IT projects, with a strong focus on software/application development.
Key Responsibilities and Qualifications
Analytical Thinking – Review, analyze complex processes and systems, and break them down into manageable parts.
Strong problem‑solving skills – identify root causes, not just symptoms.
Technical Proficiency – familiarity with enterprise software such as Oracle, SQL Server, databases (SQL), APIs, Data Flow Diagrams; strong understanding of how IT systems work.
Requirements Gathering – conduct stakeholder interviews and workshops; write clear, testable functional and non‑functional requirements.
Experience with Azure DevOps/TFS – create and manage agile items (product backlog, epics, features, user stories, tasks, test plans and test cases).
Prepare diagrams explaining modifications for technical and executive audiences; create wireframes or visualizations (Visio).
Agile/Waterfall Knowledge – previous experience with Agile/Scrum (including SAFe) and Waterfall projects.
Business‑to‑Tech translation – convert technical language to business users and vice versa; deliver clear documents and presentations.
Conflict resolution – handle pushback, negotiate priorities, and resolve conflicts diplomatically.
Business Process Modelling – document Swim‑Lane and Flow‑Chart diagrams.
System integration testing – assist with User Acceptance Testing.
Technical & Functional Skills
Agile Business Analyst – minimum 5 years; strong understanding of Scrum, Agile, Scaled Agile, and Kanban.
Organizing and maintaining sprint and product backlogs – minimum 5 years.
Translating client and product strategy into application requirements and user stories – minimum 5 years.
Documenting high‑level test strategy, test plans, test cases, and executing test cases – minimum 5 years.
Analyzing and documenting business and system processes – minimum 5 years.
Prior state of VA IT business analyst experience – strongly preferred.
