Overview At the State of Minnesota, the IT Workforce Capacity Manager serves as a senior-level strategist responsible for developing and leading IT workforce capacity planning efforts across MNIT, partnering with the Department of Human Services (DHS). The role ensures staffing, skills, and resources are aligned with business goals and IT service delivery priorities.
Responsibilities Key responsibilities include:
Collaborate with IT leadership, Human Resources, and project teams to forecast workforce needs, identify skill gaps, and optimize resource allocation across projects and operations.
Provide analysis, consultation, and recommendations that strengthen workforce efficiency, improve talent development, and support data-driven decision making.
Guide and influence strategies that ensure MNIT DHS has the right people, skills, and capacity to successfully deliver on agency and enterprise objectives.
Act as a strategic advisor and planner, communicating complex IT data and capacity analysis clearly to technical and non-technical audiences.
Support internal IT stakeholders through customer service, active listening, empathy, and effective problem solving.
Minimum Qualifications Experience and Education
Minimum of five (5) years in information technology with responsibility for strategic planning, resource management, or workforce capacity analysis.
Leading IT workforce capacity or resource management planning across complex systems or multi-project environments.
Analyzing IT staffing, workload, and utilization data to forecast workforce and skill needs.
Collaborating with IT leadership, project and product managers, and enterprise partners to align capacity.
Utilizing enterprise tools such as Planview, Jira, Azure DevOps, or equivalent.
Communicating complex data clearly to technical and non-technical audiences.
Providing customer service through active listening, empathy, and problem solving.
A master’s degree in Information Technology or related field substitutes for 3 years of experience; a bachelor’s degree substitutes for 2 years; an associate’s degree substitutes for 1 year.
Preferred Qualifications
Experience leading or advising on IT workforce capacity planning or enterprise portfolio planning in a large or complex IT organization.
Advanced knowledge of IT operations, service delivery frameworks, or enterprise resource planning tools.
Understanding of Agile, Scrum, or other iterative delivery methodologies.
Experience developing or using IT workforce analytics, capacity models, or performance dashboards.
Exceptional communication, facilitation, and relationship-building skills across technical and business leadership levels.

Pass legally required checks: SEMA4 Records Check (for current and past state employees), Criminal History Check, Reference Check, SS and Address Verification, Education Verification, and other legally required checks.
