Job Description and Duties Under the direction of a Supervising Right of Way Agent, the incumbent will serve as the Caltrans Right of Way Local Programs Utility Coordinator (RWLPUC). The incumbent is responsible for providing oversight or reimbursed work, for all private developer and Local Public Agency (LPA) projects on/off the state highway system. The incumbent will be responsible for reviewing and approving as appropriate, various utility related work products completed by LPA staff and/or their contractors and consultants pursuant to established policies and procedures and applicable state and federal laws and regulations. Incumbent is expected to demonstrate a high degree of independence of action and assist LPA to assure they remain eligible for federal aid and meet their project delivery schedule.
Eligibility for hire may be determined by your score on the SENIOR RIGHT OF WAY AGENT exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. Working Conditions While at the base of their operation, employees will work in a climate‑controlled office under artificial lighting. Work area may or may not have access to a window. He/She will also use a telephone, office equipment (such as a copier/printer, label machine, etc) and sit at a computer keyboard and video monitor for long periods of time. Employees may also be required to travel and work outdoors and may be exposed to dirt, noise, uneven surfaces and/or extreme heat or cold.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in‑person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquarters location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions.

Possession of a valid driver’s license is required when operating a State owned or leased vehicle.
The Statement of Qualifications (SOQ) serves as documentation of each applicant’s ability to present information clearly and concisely in writing. Please follow the instructions below; failure to include and complete the SOQ as instructed may result in the SOQ not being considered and in disqualification from the interview. Each question must be numbered and addressed in the same order as the questions below. The SOQ must be typed, no more than two pages in length, and 12‑point Arial font.

Demonstrated knowledge of Caltrans Right of Way policies and procedures related to oversight of Local Agency utility relocation for Right of Way Certification
Experience interacting with high‑level internal/external stakeholders and provide a specific example as to how you were able to resolve a utility related conflict.
Provide examples that demonstrate your ability to stay on task and meet deadlines and shifting deadlines/priorities.
