General Description Plans, organizes and directs the activities in a specialized area of airport management for the County's Aviation Department. Assists in the management of the Operations Division. Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in aviation management, business administration or closely related field.
Requires four (4) years in airport management appropriate to the area of assignment including one (1) year of supervisory experience.
Special Certification and License Requirements
Must secure and maintain a valid Florida Class E Driver's License based on area of assignment.
Must secure and maintain for the duration of employment Airfield driving privileges (movement/nonmovement area driving).
Must secure and maintain for the duration of employment Security Identification Display Area (SIDA) access with Customs and Border Protection Seal.

Responsibilities
Assists in administering through subordinates the planning, scheduling and coordination of business and planning, procedures and priorities to meet established goals; reviews airport development projects identified in the master plan; assists in the monitoring of project progress; provides oversight and coordination as well as participates in meetings for airport improvement projects with airport planning.
Oversees planning of special events; sits on numerous committees pertaining to marketing and public relations, and coordinates with County and State officials; plans, coordinates and implements programs related to airport operations or maintenance.
Prepares and reviews hurricane and emergency plans; plans, monitors and facilitates all functions, activities, performances and operations relating to parking; inspects parking facilities, storage areas and offices to ensure compliance with contractual obligations and established rules and regulations.
Develops, implements and monitors operating budget; prepares annual operating budget and capital improvement submittals; reviews and approves contractor invoices and purchase requests.
Handles airline-related challenges ranging from construction to relocation which impact gates, ticket counters, and other common-use and proprietary systems; reviews and approves seasonal airline schedules for international gates as well as domestic per-use gates to maximize utilization.
Engages airline station managers in both formal and informal meetings to maintain open communications and solve operational issues; communicates on strategic and tactical plans that could impact the airlines.
Responds to airport emergencies; coordinates emergency response training and updates emergency response manuals.
Conducts employee training and development and response to employee issues; prepares employee performance evaluations.
Provides oversight and management control of special projects, contracts administration, and daily work assignments for office and field personnel; provides regulatory compliance oversight to include the development of policy and procedures to ensure regulatory compliance; interacts with airport stakeholders to build relationships and respond to issues.
Acts in place of Assistant Division Director or Division Director in his/her absence.
Performs related work as assigned.
Manages individual and operational performance and productivity for employees of varying job titles and professions; reviews schedules, productivity, work quality, resource availability, performance and other operation functions as necessary.
Coordinates operations meetings that may include security, business development, business administration, and other operation sections.
Performs Operations Division administrative functions such as approving purchases, overtime tracking, payroll, personnel evaluations, and correspondence; reviews daily activity reports from each major functioning area of the organization, including following up on any anomalies or exceptions that may require immediate or urgent attention.
Acts as point person or team leader for organization and coordination of routine day-to-day functioning, fulfilling the team mission to respond to customer needs with a solution oriented team providing creative and effective resolution to a broad range of issues.
Initiates communication with Federal, County, and Local governmental entities, airport vendors, stakeholders and County staff to ensure favorable working relationships among departmental administration, tenants, airport clients and the community.
Responsible for ensuring compliance with all Federal, State, and Local regulations and ordinances including CFR Part 139, 77, 107, CFR Part 1542, Florida State Statute Chapter 330, NFPA 407, ICAO Annex 14, Broward County Code of Ordinances Chapters 2 and 8.5, Aviation Department and Divisional Standard Operating Procedures (SOPs), and Policy and Procedures.
Oversees planning of special events on the airfield; plans, coordinates and implements Airside programs to include Vehicle Ramp Access Decal Program, Movement and Non-Movement Driver Training Program, Airport Fueling Program, Safety Management Systems (SMS), and other programs related to Airside Operations.
Prepares and reviews various emergency plans to include Airport Emergency Plan as required by CFR Part 139, Airport Hurricane Plan, Airport COOP Plan, Aircraft Hardstand Plan, Airport Contagious Disease Plan, and Single Runway Recovery Plan. Prepares, coordinates, and conducts airport emergency drills both tabletop exercises and live exercises in accordance with CFR Part 139.
Reports and analyzes data results for all Airside agreements.
Ensures Broward County Administrative Code of Ordinances are updated to reflect changes in airport rates, charges and policies and procedures related to airside operations.
Responds to airport emergencies; coordinates emergency response training and update emergency response manuals. Responds to Airport and/or County Emergency Operations Centers (EOC) as required.
Additional Duties & Responsibilities The Airport Manager for Airside Operations is responsible for managing and coordinating all functions and regulatory compliance of Airside Operations at FLL. This includes contractual oversight and management of FLL's Ramp Control agreement, and Aircraft Rescue Fire Fighting (ARFF) agreement. The Airport Manager for Airside Operations should possess a thorough understanding of Federal, State, and Local regulations pertaining to Airside Operations at a Large Hub Commercial Service Airport. Duties involve tenant, governmental, and vendor relations; procurement and competitive bidding of contracts associated with Ramp Control and ARFF agreements; participation in facility design and planning; contract negotiations & drafting; report preparation; budget preparation and oversight; coordination of tenant improvement projects; employee coaching, mentoring, and corrective action, and inspections of county-owned facilities. This position requires significant interaction with airport stakeholders and will supervise assigned aviation department staff. Acts as point person or team leader for organization and coordination of routine day-to-day functioning, fulfilling the team mission to respond to customer needs with a solution oriented team providing creative and effective resolution to a broad range of issues.
