General Purpose of the Position Develop objectives, policies, technologies, programs, and strategies for the Payments activities of the Credit Union. Provides strategic direction in all areas of Payment Services including Debit and Credit Card Services, ATM operations, EFT and ACH activities, Wire Transfers, Check Processing, Electronic Bill Payment Processing, Electronic P2P and A2A Payments, Mobile Payments, and Cash Services. The Director of Payment Services is designated the subject matter expert on current and emerging payments-related issues. This includes the evaluation and implementation of emerging trends, functionality, and innovation. Directs and appraises the activities of the Payment Operations Manager and the Payment Services Manager, ensures that their departments are effectively managed and that all services are professionally delivered, and members are well served.

Responsibilities

Assists the CFO and Senior Management in organizational strategic planning.

Develops short- and long-term goals, objectives, and budgets for payments-related matters.

Works in partnership with key stakeholders to support the organization’s strategic approach to improving member experience across all channels.

Develops and implements processes, procedures, and programs to increase payment systems usage and improve payment solutions and efficiencies in alignment with the Credit Union’s core values and strategic areas of focus.

Provides leadership to managers and staff through effective goal setting, delegation, and communication.

Monitors, identifies, and evaluates new payments technologies, partners, and delivery channels.

Executes established operational goals and ensures that corporate-wide objectives are supported.

Leads initiatives to improve processes and efficiency through automation, analytics, and process redesign.

Monitors changes and maintains knowledge of regulatory compliance pertaining to payments-related rules and regulations.

Serves as the Credit Union’s primary liaison for payments-related vendors and payments networks.

Maintains professional expertise with applicable Federal Reserve systems, e.g., FedLine Advantage, and ensures full and correct utilization of same including policy, compliance, and risk assessment.

Maintains professional expertise with applicable Card (Visa), ATM, and other EFT Networks and ensures full and correct utilization of same including policy, compliance, and risk assessment.

Monitors and evaluates third-party vendor compliance with established agreements.

Ensures appropriate payments-related fraud mitigation strategies are in place and that fraud is appropriately monitored, identified, and reported.

Makes recommendations to Senior Management regarding product development, such as product design, delivery methods, pricing, and technology trends.

Fosters a working environment that projects the Credit Union’s mission, vision and core values.

Adheres to all Federal and State laws and regulations applicable to the Credit Union, including the Bank Secrecy Act and OFAC.

Qualifications

Minimum of a bachelor's degree in business (B.S.) from four-year college or university.

Minimum of ten years of progressive professional experience related to Payment Services with a financial institution.

A minimum of ten years of Management experience with a financial services organization.

Current knowledge of all regulations and credit union procedures pertaining to payments and card services activities.

Experience modernizing payment systems or supporting the launch of digital-first solutions.

Familiarity with real-time payments, tokenization, ISO 20022, and API-based architecture is a plus.

Willingness to respond to service interruptions regarding the Credit Union’s Payment Systems/Networks and terminals 24 hours a day, seven days a week.

Understanding of intermediate accounting, math, and computer applications.

Physical Demands While performing the duties of this job, the employee is typically required to sit for long periods. The employee continually is required to talk or hear. The employee is occasionally required to stand, walk, stoop, and reach with hands and arms. The employee will occasionally lift and/or move up to ten pounds.
