$6,947.66 - $8,886.16 per month Key responsibilities (Essential Job Functions)

Under the direction of a program manager, conduct on-site licensure inspections, complaint and incident investigations, and annual comprehensive surveys in facilities to determine compliance with federal and state health and safety regulations. Complete inspection or survey reports detailing deficiencies. Communicate clearly and accurately with others (internally and externally) to provide, exchange, or verify information, answer inquiries, or resolve issues in Texas long-term care facilities. Conduct exit conferences with facility staff regarding findings. Visit long-term care facilities to verify correction of previously cited regulatory violations. Perform quality assurance reviews of documents prepared by others. Develop and implement training for field investigators. Participate as a member of HHSC Long-term Care Regulation teams, including enforcement and quality assurance. May be required to testify at hearings or in court proceedings regarding policy/procedures, history, findings, or activities. In emergency licensure actions, be available to assist with non-skilled care and oversight to residents; skilled care may be involved if the employee is a current nurse. Be available for on-call duties for emergencies or high-priority situations in facilities or with providers. Knowledge, Skills and Abilities (KSAs)

Knowledge of acceptable professional standards of resident care. Knowledge and ability to conduct high-level investigations and verify regulatory compliance. Ability to interpret and apply policies, procedures, and regulations; work independently and make regulation-based decisions. Proficiency with computer-based programs, data entry, and producing accurate reports; ability to multi-task and manage high-volume, deadline-driven workloads. Strong written and oral communication skills; ability to present information to executive-level management. Ability to integrate complex regulatory concepts and effectively collaborate with teams. Registrations, Licensure Requirements or Certifications

Must have Surveyor Minimum Qualifications Test (SMQT) Certification or obtain within 12 months of hire. Current Texas license and/or certification in a professional area eligible for federal qualification as a health facilities surveyor (e.g., RN, dietitian, social worker, sanitarian, respiratory therapist, etc.), as applicable. Initial Screening Criteria

Bachelor’s degree from an accredited college or university in public administration, health care administration, hospital administration, business administration, education, psychology, social work, sociology, nursing, medicine or related field; or a related field. Experience substitutions for education permitted per policy (up to four years). Experience in writing deficiencies/violations and investigation reports; experience with health care provider investigations and citing deficiencies preferred; experience with state and federal long-term care regulations preferred. Additional Information

Flexibility in work hours required; travel up to 80% statewide, including overnight and weekend travel. On-call duties may be required. Must have reliable transportation. Position allows a compressed workweek of four 10-hour days. All applicants must pass a fingerprint/background check. I-9 documentation required on first day of work. HHSC uses E-Verify.
