BEHAVIORAL HEALTH OUTREACH PREVENTION COORDINATOR (COORDINATOR SPECIAL PROGRAMS HEALTH SERVICES II, Health Services)

LOCATION OF POSITION: Howard County Health Department, 8930 Stanford Blvd, Columbia, MD 21045
Main Purpose of Job This position delivers behavioral health outreach and prevention activities, including the delivery of the overdose response program (ORP) training and naloxone distribution. It schedules and conducts behavioral health prevention presentations and events, with frequent evenings and weekend hours for outreach, special events, and emergencies. The role is eligible for hybrid telework.
Position Duties 30% Assure Oversight of the Overdose Response Program (ORP) including naloxone training and distribution
Recruit the targeted audience to promote ORP trainings; organize and lead the ORP trainings in accordance with policies and regulations; collect and manage required documents/data for ORP; track, order, stock inventory and dispense naloxone according to policies and regulations.
30% Conduct and schedule community behavioral health outreach prevention presentations and attend/support outreach events
Engage community stakeholders to conduct presentations and events; communicate with individuals seeking training or information for naloxone; prepare and package for events; coordinate/liaise with HCHD for ORP outreach event requests.
Support Opioid Misuse Prevention Program (OMPP) strategies and events, including but not limited to disseminating opioid prevention/awareness promotional materials and coordinating presentations and events in the community.
Coordinate with local partners such as the Local Health Improvement Coalition, Local Behavioral Health Authority Board, and HCPSS.
25% Overdose Misuse Prevention Program (OMPP) strategies and events
Support strategies and events including dissemination of opioid prevention/awareness promotional materials and coordination of presentations and events in the community.
Compile program‑related data required for monthly and quarterly reporting and disseminate as needed for program compliance or as requested.
Coordinate supplies and materials for naloxone vending machines.
10% Track and report all data
Log participants for the online naloxone training into the Narcan Trainee Database; submit monthly data reports to MDH and to the HCHD database that include training/outreach; collect data and respond to all online requests; assist with all quarterly reporting; update PowerPoints and other data as needed.
Ensure the ORP meets or exceeds the established performance measures.
5% Other Duties
Possess a broad understanding of HCHD services and be able to refer to other programs.
Participate in necessary drills and exercises; respond to emergencies as appropriate; keep abreast of policies and procedures in the program, bureau, and department.
Complete all required trainings.
Participate in quality improvement efforts within the program.
Minimum Qualifications
Education:
Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience:
One year of professional experience in coordinating a health‑related program(s) or referring people to governmental and private resources.
Notes
Candidates may substitute 30 college credit hours from an accredited college or university for the required experience.
Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health‑related field of work on a year‑for‑year basis for the required experience and education.
Desired or Preferred Qualifications
Experience in training, teaching, or serving as a teaching/training assistant; ability to effectively communicate complex information, provide constructive feedback, and adapt instructional methods to meet diverse learning needs.
Experience in collaborating with groups or stakeholders/internal partners.
Extensive experience using Microsoft Word, Excel, PowerPoint, and Outlook.
Availability to work on evenings and weekends.
Bilingual skills.
Experience in data collection, analysis, and reporting to support program or operational goals.
Proficient professional communication, both in writing and verbally, with diverse audiences in a professional setting.
