Victim Advocate and Educator (FAP VA) Job description for the Family Advocacy Program Victim Advocate and Educator position at Navy Region Southeast Fleet and Family Readiness (FFR). The incumbent serves as a Family Advocacy Program Victim Advocate and Educator, assisting and advocating for victims of spouse/intimate partner abuse and non‑offending parents or caregivers of child abuse victims, and educating command personnel regarding appropriate responses to domestic violence and child abuse.

Major Duties and Responsibilities Family Advocacy Program Victim Advocacy (40%)

Serve as Victim Advocate for the Family Advocacy Program (FAP) to provide comprehensive assistance and liaison to victims of spouse/intimate partner abuse and non‑offending parents or caregivers of child abuse victims.

Coordinate with the FAP case manager in developing a plan of assistance/intervention for victim safety.

Provide services for victims of spouse/intimate partner abuse and their families, including crisis intervention, medical treatment assistance, legal rights education, transportation, pretrial, trial, and post‑trial support, and follow‑up. Conduct psychoeducational support groups for parents of child abuse and adult domestic abuse victims.

Advocate for victim interests and safety in military and civilian courts, within the Clinical Case Staff Meeting, and when accompanying victims to legal appointments and investigative interviews.

Report suspected child abuse or neglect cases to state child protective services in coordination with the Family Advocacy Representative (FAR) or investigate. Report incidents to Military Police and NCIS as appropriate.

Serve as the point of contact for assisting and processing Transitional Compensation for Abused Dependents (TCAD) applications; provide information and referral to clients and training to commands on separation paperwork and TCAD eligibility.

Assist in facilitation of FAP training and education services to ensure active‑duty military and their families are aware of sexual behavior risk pathways, indicators, and services.

Family Advocacy Program Educator (40%)

Provide instruction to small and large groups on marriage enhancement, positive parenting, anger management, stress management, communication skills, conflict resolution, domestic abuse prevention, and child abuse prevention.

Develop and facilitate briefings and classes for commands and other military agencies on domestic and child abuse to promote healthy family interactions and reduce incidences of family maltreatment.

Provide primary and secondary education and training to professionals and paraprofessionals working with children aboard installations, including childcare programs, youth sports volunteers, schools, and law enforcement.

Obtain factual information, explain regulatory and legal requirements, and recommend process improvements for prevention and response to child abuse and domestic abuse.

Conduct needs assessments to identify service gaps, analyze installation data on abuse trends, evaluate current programming, and make recommendations for improvements.

Community Outreach (15%)

Participate in the Family Advocacy Committee (FAC) to coordinate and oversee child and domestic abuse response with other agencies.

Collaborate with agencies within the Coordinated Community Response (CCR) framework under the FAC.

Establish relationships with civilian organizations to improve coordination on family violence issues, engage in proactive outreach, and implement prevention programming.

Promote community awareness of abuse dynamics, local resources, and FAP services; work with Behavioral Health Branch prevention professionals.

Other Duties (5%) Perform any other duties as assigned.

Requirements

Meet federal employment suitability requirements and successfully complete background investigation.

Pass the E‑Verify employment verification check.

Complete PIV verification requiring two forms of identification from Form I‑9.

May be required to pass pre‑employment examinations.

Provide proof of U.S. Citizenship or U.S. National.

Hold a valid state driver’s license.

Have salary sent to a financial institution via direct deposit/EFT.

Maintain a Secret Security Clearance; complete ANACI via SF‑86.

Be willing to accept on‑call after‑hours duties as needed.

Register for Selective Service if applicable.

Qualifications

Four years of specialized experience in advocacy services for adult and child victims of domestic abuse and sexual assault.

Knowledge of social services work, counseling services, psychosocial principles, group dynamics, domestic violence, child abuse, community resources, crisis intervention, and laws protecting children and adults.

Skill in crisis intervention, safety planning, and civilian/military orders of protection.

Skill in preparing court testimony and victim impact statements.

Skill in developing family enrichment programs, FAP training, curriculum delivery, and program evaluation.

Skill in using presentation technology (PowerPoint, projectors, audiovisual equipment).

Ability to interpret program evaluations, needs assessment feedback, and survey data, and implement improvements.

Ability to communicate effectively orally and in writing.

Ability to present information to groups in a clear, concise manner.

Plan to obtain the Basic Advocate Credential and Comprehensive Intervention Specialist designation within six months of hire.

Education

Bachelor’s degree (or higher) in Social Work, Psychology, Marriage/Family/Child Counseling, Counseling or Behavioral Science, Criminal Justice, or a related discipline.

Must provide college transcripts showing degree awarded.
