About The Role The Community Development Analyst series supports the Community Development Department, which includes the Planning, Building Inspection, and Code Enforcement divisions.
Level I Responsibilities
Perform routine field inspections of public and private property to ensure compliance with county land use regulations and building code provisions.
Read and interpret county codes; basic working knowledge of building construction and land use planning.
Advises the public on regulatory requirements; answers inquiries related to building codes, remodeling, repair, development regulations, permit procedures.
Calculates and administers fees; participates on project teams to develop and implement planning policy and regulations.
Write reports, provide correspondence involving code violations, prepare and maintain case files regarding enforcement functions.
Calculate and impose civil penalties; review permits and submitted plans to resolve violations.
Handle routine inquiries and complaints related to building and planning regulations.
Level II Responsibilities
Same responsibilities as Level I, but with increased autonomy.
Prepare detailed and complex reports.
Provide correspondence involving code violations.
Impose civil penalties, resolve violations, and maintain case files regarding enforcement functions.
Level III Responsibilities
Manages and oversees the Compliance Division.
Responsible for managing staff performing routine field inspections.
Extensively knowledgeable of enforcement procedures, municipal codes, and building construction and land use planning.
Manages all active compliance cases, including legal action, and makes decisions with the Department Director and County Counsel.
Qualifications Desired Qualifications:
Knowledge of record keeping, report writing, permit functions, planning, and land use.
Understanding of building, zoning, and related codes; familiarity with Uniform Building, Plumbing, Mechanical, and Electrical Codes.
Basic math, housing construction methods, and blueprints.
Knowledge of federal, state, and local laws and codes; general knowledge of applicable laws, methods, and procedures for code enforcement cases.
Communication skills – clear and concise oral and written; report writing; data analysis.
Inspection skills – conduct inspections, use photographic equipment, apply policies and procedures.
Ability to interpret and explain building plans and specifications.
Ability to enforce regulations with firmness and tact; manage staff and projects at Level
III.
Experience and Education
Level I: Associate degree or equivalent in public administration, criminal justice, business, planning, or related field.
Level II: Graduation from a four‑year college with major work in public administration, criminal justice, planning, or related field; one year experience in a land use planning agency; one year experience in municipal enforcement inspection or investigation.
Level III: Two years experience in municipal enforcement inspection or investigation; two years experience in a land use planning agency.
Typical Working Conditions Work is performed in office, outdoors, driving and field environments; varying temperatures; exposure to dust, chemicals, gases; may be exposed to bio‑hazardous wastes; frequent contact with staff and the public. Incumbent may work a portion of the week in a second office location and at times other than the normal 8 am‑5 pm schedule, including occasional night meetings.
