Business Operations Specialist The Department of Economic Security (DES), Division of Developmental Disabilities (DDD) is looking for an experienced and highly motivated individual to join our team as a Business Operations Specialist. This role supports the mission to strengthen individuals, families, and communities across Arizona.

Job Summary Applicants must be committed to service, community engagement, and teamwork. The Business Operations Specialist will provide technical support, manage district operations, and develop data‑driven solutions to improve service delivery.

Responsibilities

Serve as district liaison for facility‑related matters, maintaining action lists, and coordinating with the DDD single point of contact.

Resolve provider authorization and payment denials, providing billing and technical support to the Support Coordination and provider community.

Track and log district capital equipment, recommend replacement schedules, and manage procurement approvals.

Process district purchasing and supply orders, including vendor research, quote gathering, PO creation, and receipt tracking.

Develop, code, and maintain MS Access and SQL queries to generate reports on service and fiscal data; ensure data accuracy for ad‑hoc and production reports.

Assist the Business Operations Manager with fiscal oversight, billing issue identification, and post‑payment review preparation.

Troubleshoot complex purchasing needs, research products, and collaborate with procurement personnel to meet district requirements.

Knowledge, Skills & Abilities

Operations, project and business management principles.

Programming basics, mainframe/database applications.

Database management and SQL/Access reporting.

Federal regulations for funded programs (AHCCCS, fraud, audits).

Lean process improvement and state purchasing systems.

MS Excel (advanced), oral and written communication.

Problem‑solving, conflict resolution, mediation, and negotiation.

Planning, time management, research, prioritization.

Data extraction from multiple systems.

Confidentiality, stakeholder collaboration.

Qualifications & Preference

Strong business leadership with experience in complex coding and query development (MS Access, SQL, Report Builder).

Five years of supervisory experience preferred.

Pre‑Employment Requirements

Valid driver's license if the role requires travel on state business.

Background and reference check; completion of E‑Verify.

Compliance with all state licensing and insurance requirements for vehicle use.
