Environmental Construction Specialist
to work on Electric Utility Construction Projects. This is a field position, and candidates must have experience with environmental compliance in relation to land clearing and linear construction projects. Regulatory Compliance
Provides Environmental Compliance and construction oversite on transmission Site Development and Linear Transmission Line construction projects for Electric Transmission infrastructure. Provides Environmental Oversight and compliance/inspections associated with Transmission Capital Projects and the National Pollutant Discharge Elimination System (NPDES) and Storm Water Pollution Prevention Plan (SWPPP). Ensures compliance with laws and regulations for wetland access, protected species, wood and debris disposal, site control and soil disturbance. Ensures that all field operations are in compliance with permits, including road use permits, natural resource protection act permits, Corp of Engineers permits, etc. Documents pre‑ and post‑work field conditions to make sure sites are in compliance with permits and environmental regulations and there are no conditions that require mitigation or restoration. Field Operations
Performs all required erosion and sediment, stormwater management and pollution prevention inspections for applicable construction projects. Interprets complex plans and drawings. Performs duties in a manner that promotes and maintains good public relations. Crew Oversight
Responsible for attending pre‑construction meetings, constructability meetings, and status meetings as directed. Manages and oversees site development crews. Responsible for providing oversight for sediment and erosion control or Best Management Practice (BMP) contractors to ensure all measures are installed as per the approved plan. Observes that wetlands & sensitive areas’ identification are in place and crews are aware of them prior to entering such areas. Stakeholder & Public Relations
Monitors and reports to Project Management on status of construction units estimated and actuals billed to date of project. Communicates daily with the utility client, contractors, landowners, and the public. Subject Matter Expert Consulting
Assists in developing recommendations on future R‑O‑W maintenance requirements. Identifies Hazard Trees and prescribes vegetation management plans for construction sites. Additional Responsibilities
Drives a company vehicle safely to work locations for the organization. Assumes other duties and responsibilities as assigned. What You Need to Have
Associate or bachelor’s degree in environmental science, Construction Management, Building Science, or a related field. 1-5 years’ experience in Site Development work, permitting utility construction, Environmental Compliance, or a related field. Must have solid understanding of the National Pollutant Discharge Elimination Service (NPDES) Construction General Permit (CGP) Stormwater Pollution Prevention Plan (SWPPP) implementation and inspections. Desire to work outdoors in various weather conditions and terrain. Strong public relation skills and ability to interface with the public. Willingness to work alone. Basic computer skills. Valid driver’s license. What Would Be Amazing to Have
Substantial background in Electric Transmission Construction, Pipeline, and/or Utility field. Stormwater Pollution Prevention Plan (SWPPP) book knowledge. CESSWI (Certified Erosion and Sediment/Stormwater Inspector). Previous construction crew oversight experience. GIS Experience. Strong knowledge of ANSI Z133 safety standards. Having a military background is a plus. Bi‑Lingual speaking (English and Spanish) is a plus. Physical Demands and Work Environment
Work alone in an outdoor field environment; vehicle and foot patrol of utility power lines; remote and urban environments; physical demands include walking/hiking on various surfaces, exposure to noise, dust, grease, weather, and hazardous traffic conditions. The team member must have sufficient physical ability and mobility to work in a field environment; to walk up to 10 miles per day, stand, sit, and operate a motor vehicle for prolonged periods; to frequently stoop, bend, kneel, crouch, run, crawl, climb, reach, twist, grasp and repeat hand, arm and shoulder movements; carry, push, and/or pull light to heavy amounts of weight, lift up to 10 lbs.
