Overview

LTCR Regional Coordinator Compliance Reviewer role at Texas Health and Human Services. Location: HOUSTON, TX. This position is with the Texas Health and Human Services Commission (HHSC) and supports regional enforcement and regulatory decision-making in long-term care programs. Responsibilities

Monitor and track all surveys completed in the region for regulated programs (NF, ALF, PPECC, ICF, DAHS, LSC, HCSSA, HCS/TxHmL, PPECC) and related waivers. Participate in regional enforcement reviews and make state and federal enforcement decisions. Provide consultation and guidance in development and revision of statewide enforcement-related policies for facilities (NF, ALF, DAHS, ICF, LSC, HCSSA, HCS/TxHmL, PPECC). Provide professional regulatory feedback to surveyors, program managers, and other state office staff; assist RC/ARD/RD in regulatory decision-making as needed. Communicate with CMS regarding enforcement directives and guidance; coordinate with internal staff to ensure consistency of enforcement information. Participate in workgroups, committees, and meetings as the enforcement representative; may be a witness at hearings. Review certification, licensure, and onsite visit reports for compliance with state laws, regulations, and policies; ensure reports are accurately documented. Review and verify information and data entry performed by others; compile analyses and identify staff training needs; assist RC or conduct referrals as required. Prepare and analyze data for review to identify trends and provide enforcement-related guidance. Respond to management, media, and legislative inquiries as appropriate; prepare monthly reports of enforcement activities. Knowledge, Skills And Abilities (KSAs)

Knowledge of state and federal laws and rules related to long-term care program areas; ability to interpret policies and guidance. Experience with ASPEN and TULIP software; willingness to learn new software. Proficiency with Microsoft Word, Outlook, TEAMS, SharePoint, and Excel. Strong analytical, organizational, and report-writing abilities; ability to work independently and manage multiple priorities. Ability to communicate effectively with leadership, staff, stakeholders, and the public. Ability to establish professional working relationships and apply professional judgment. Registrations, Licensure Requirements Or Certifications

Must have Surveyor Minimum Qualifications Test (SMQT) Certification or obtain within 12 months of hire. Qualifications

Bachelor’s degree from an accredited college or university in a human service field or equivalent combination of education and experience; experience may substitute for education on a year-for-year basis up to four years. Experience interpreting or overseeing compliance with state and federal licensure regulations and standards preferred; experience in regulated facilities or Long-Term Care Regulatory programs preferred. Flexibility in work hours; travel up to 35% (mostly daytime); some overnight and weekend travel and on-call duties may be required; reliable transportation is necessary.
