Essential Job Functions (EJFs):
Develops and maintains enforcement tracking system for enforcement reviews.
Monitors and tracks survey processes from exit through quality assurance and enforcement reviews, including notifications to facilities.
Reviews survey findings to determine if evidence supports a deficiency/violation and assigns scope and severity.
Makes state and federal enforcement recommendations and provides guidance in developing and revising enforcement-related policies.
Provides guidance to regions and state office regulatory staff on enforcement issues by interpreting policies and regulatory language.
May participate in enforcement reviews and may serve as a witness at hearings.
Reviews certification, licensure, and other long-term care onsite visit reports for compliance with state laws, regulations, and policies; ensures reports are accurately documented.
Participates in review committees and prepares data analyses to inform staff training needs and regulatory decisions.
Assists Regional Coordinator (RC) or conducts referrals as needed; communicates with CMS for directives and guidance on enforcement cases.
Ensures consistent enforcement-related information statewide and reviews draft policies for conformity with applicable requirements.
Compiles monthly reports of facilities enforcement activities and identifies patterns and trends.
Knowledge, Skills And Abilities (KSAs):
Knowledge of state and federal laws and rules related to one or more program areas; familiarity with program guidance.
Experience with ASPEN and TULIP software; ability to learn new software.
Knowledge of enforcement actions, survey activities, and applicable CMS standards.
Proficiency with Microsoft Word, Outlook, TEAMS, SharePoint, Excel.
Ability to gather, organize and analyze facts; develop and evaluate policies; and communicate effectively with leadership and stakeholders.
Ability to work independently, exercise professional judgment, and manage multiple priorities.
Registrations, Licensure or Certifications:
Must have Surveyor Minimum Qualifications Test (SMQT) Certification or obtain within 12 months of hire.
Initial Screening Criteria:
Bachelor’s degree from an accredited college or university in a human service field or equivalent work experience (see note below).
Experience interpreting or overseeing compliance with state and federal licensure regulations and standards preferred.
Work experience in regulated facilities or regulated services preferred, including Long-Term Care Regulatory programs.
Additional Information:
Flexibility in work hours required; 35% travel; some overnight and weekend travel; on-call duties for emergencies.
Compressed workweek option: four 10-hour days.
