Eligibility Specialist II

Applications are limited to applicants who are permanent in the Eligibility Specialist Civil Service title.
DSS-AO protects the integrity of social services programs administered by the NY City DSS and ensures compliance with all standards. The Income Clearance Program (ICP) processes computer matches indicating income or resources for Cash Assistance (CA), Non‑Cash Assistance, and mixed household participants to reduce fraud and ineligibility for both Cash Assistance and SNAP.
ICP interacts with City and State agencies such as MIS, MICSA, ACS, NYSDOH and others to coordinate and reconcile discrepancies.
Responsibilities
Review matches and referral information concerning participant cases in the Welfare Management System (WMS).
Prepare eligibility forms, verify match data, and review current/past authorizations to initiate processing of appropriate case actions.
Determine the amount of Cash Assistance, SNAP, and Medical Assistance by reviewing match material and ensuring correct budgeting.
Initiate recoupment for overpayments in SNAP and Cash Assistance benefits.
Complete daily work activity reports and submit to supervisor; attend training activities and meetings as necessary.
Perform other tasks as assigned by the Unit Supervisor.

Hours and Schedule 9:00 AM – 5:00 PM, Monday through Friday
Minimum Qualifications
Completion of 30 semester credits at an accredited college or university; or
A high‑school diploma or equivalent and one year of full‑time satisfactory experience in one or more of the following areas: interviewing and gathering information for eligibility determinations, bookkeeping or teller duties, housing office teller duties, purchasing, sales representation, customer service, or assisting individuals in navigating housing, financial, or health problems.
A satisfactory combination of education and experience equivalent to the qualifications above (college education may substitute for each year of required experience).
Preferred Skills
Ability to review and critically assess case actions and implement corrective actions timely.
Knowledge of HRA/IREA systems including WMS, HRA Viewer, POS, TALX, and NYCWAY.
Proficiency in Microsoft Word, Excel, and PowerPoint.
Excellent oral and written communication skills.
