Position Summary Supports the development and implementation of energy efficiency (EE) programs across all Washington Gas jurisdictions (MD, VA, DC) by managing planning activities, pilot implementation, and strategic initiatives as part of the EE Strategic Services team.

Responsibilities

Supports the implementation of EE programs and initiatives that achieve corporate strategy objectives and state energy and climate policy goals.

Serves in a project management capacity by coordinating and managing various planning, design, and regulatory compliance activities for a broad array of EE programs implemented across multiple market segments and regulatory frameworks.

Contributes to the development and maintenance of analytical program models and forecasting of key performance indicators (KPIs) such as energy savings, greenhouse gas (GHG) abatement, customer participation, and cost-effectiveness.

Maintains strong subject matter expertise of natural gas energy efficiency by collaborating closely with EE program managers and the marketing and data analytics teams supporting EE programs.

Conducts routine market research and analysis to identify and evaluate novel technologies, initiatives, entities, and program methodologies relevant to EE and GHG abatement.

Supports the development and delivery of all EE-related analytical and research products such as potential studies, case studies, and pilot program filings.

Leads the implementation, monitoring, and evaluation of the Company’s EmPOWER Maryland pilot initiatives by carrying out vendor, contractual, and program management assignments.

Maintains visibility and understanding of statutes, legislation, and policies relevant to the planning and development of EE programs and GHG abatement initiatives.

Attends regulatory workgroups, stakeholder forums, and industry events relevant to strategic EE program planning and development.

Coordinates on shared projects and priorities with staff in other areas such as Regulatory Affairs, Public Policy, and the Office of General Counsel.

Performs other projects or special assignments as required.

Required Qualifications, Skills, and Abilities

Bachelor’s degree in a business, environmental, or policy‑related discipline.

Minimum 5 years of relevant experience (experience can be used in lieu of education).

Strong proficiency in the components, characteristics, and applications that relate to the concept of energy efficiency.

Conceptual understanding of the science related to climate change and methods to reduce greenhouse gas emissions.

Experience in an analytical, planning, or project management role within the energy sector.

Demonstrated ability to present ideas logically and concisely to diverse internal and external audiences at all organizational levels, verbally and in writing.

Proficiency in all Microsoft Office applications.

Ability to develop and implement business cases to meet overall program objectives.

Well‑developed organizational, analytical, and problem‑solving skillsets.

Preferred Qualifications, Skills, and Abilities

Graduate degree in a business, environmental, or policy‑related discipline.

Strong familiarity with reporting, filing, and hearing procedures relevant to state regulatory bodies.

Project Management experience with innovative technologies and/or pilots.

General understanding of and exposure to energy and climate policies at local, state, and federal levels.

Basic proficiency in data visualization software applications (Microsoft Power BI, Tableau).

Utility EE program experience preferred.

We offer a competitive salary range of $94,000 to $136,000 per year, commensurate with experience, education, and skills. In addition, we provide a comprehensive benefits package including health insurance, retirement plans, and paid time off.
