Pay Range $69,950.00/yr - $81,144.00/yr

Job Description Only permanent employees in the civil service title, comparable title (under 6.1.9), eligible for the 55a program, and those that are reachable in the civil service list are eligible to apply. The position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

Within DCWP, the Office of Financial Empowerment (OFE) focuses on initiatives that support low‑income New Yorkers and communities with wealth building and financial health. OFE uses data, policy, partnerships, and convenings to advance its mission and develop innovative programs for all New Yorkers.

Operations Manager – OFE Reporting to the Director of Operations, the Operations Manager will oversee division procurements, budgeting, and invoicing in support of the agency’s financial empowerment projects and programs, including NYC Free Tax Prep and the NYC Financial Empowerment Centers.

Responsibilities

Manage projects related to the division’s financial management, including budgeting, procurement, and contract management.

Act as a strategic partner and liaison with OFE staff, DCWP’s Finance and Legal divisions, and the Mayor’s Fund to Advance New York City.

Supervise the Operations Coordinator.

Develop, document, and implement internal systems, policies, and procedures to organize and guide the division’s work.

Liaise with contractors and support their contractual and budgetary compliance.

Build and maintain relationships with City agencies, community‑based organizations, external stakeholders, and other DCWP divisions.

Provide timely updates to the Director of Operations and other stakeholders, identifying unanticipated challenges and strategies.

Draft, proofread, and edit a range of materials, including solicitations, grant proposals, publications, reports, program documents, policy memos, and presentations.

Implement and manage special projects as needed.

Assist with other related duties as assigned.

Minimum Qualifications

Baccalaureate degree from an accredited college plus two years of full‑time satisfactory professional, technical or administrative experience in program evaluation, contract negotiations/management, fiscal/financial management, or project management.

Alternatively, a four‑year high school diploma or equivalent plus six years of full‑time satisfactory professional, technical or administrative work experience in the aforementioned fields.

Equivalent education and experience may be substituted following the guidelines described above.

All candidates must have at least a high‑school diploma or equivalent and at least two years of full‑time experience as described.

Preferred Skills

Experience with financial management, government procurement, and contract management.

Human service contracting experience highly preferred.

Experience completing financial reconciliations and manipulating financial data for projection, forecasting, and analysis.

Proven project management ability to guide multiple high‑priority projects simultaneously.

Experience developing, documenting, implementing, and monitoring policies and procedures.

Strong attention to detail and the ability to work with urgency while ensuring high‑quality work.

Proficiency in Microsoft Excel, PowerPoint, and Word.

Experience using PASSPort.

Excellent analytic, problem‑solving, creative thinking, organization, communication (written and oral), and presentation skills.
