Overview FOOD NUTRITION PROCUREMENT CONTRACT MANAGER

Location: Austin, TX. The Texas Department of Agriculture, Food and Nutrition Division administers programs and funds to reduce hunger, support nutrition, and bolster local economies across Texas.

Primary Responsibilities

Manage and oversee the day-to-day activities of the FN procurement and contract staff, including personnel management, budgeting, expense control, performance appraisals, timesheet approval, and policy/procedure compliance.

Serve as subject matter expert for contract and procurement needs; provide consultation, technical assistance, and interpretation regarding regulatory compliance with applicable state and federal procurement standards, guidelines, policies, and procedures.

Oversee and manage contract staff in development of solicitation activities, new contracts, renewals, extensions, and amendments; lead timeline development and evaluation tool creation for bid responses; identify cost savings.

Conduct training related to contract management processes; support procurement reviews and statewide education; develop and deliver training materials to staff and external partners.

Lead first-level contract resolution for non-compliance issues; communicate with contractors regarding extensions, renewals, and remedies.

Administer the billing process for contractors, including invoice review and data reconciliation to ensure proper billing and payments.

Coordinate review/approval of self-certification alternate procurement thresholds per federal regulations requested by Contracting Entities (CEs).

Prepare and maintain contract documents; assist with developing contract administration policies and procedures.

Participate in work groups to propose changes to contract documents; monitor legal and regulatory requirements; handle routine reporting and special projects.

Follow all agency policies and procedures; perform other duties as assigned.

Qualifications

Bachelor’s Degree (one year of work experience related to the essential duties may substitute for one year of college).

Minimum six (6) years of experience in procurement and contracting functions for a state agency in Texas.

Certified Texas Contract Developer (CTCD), Certified Texas Procurement Manager (CTPM), or Certified Texas Contract Manager (CTCM).

Work experience with the Texas Centralized Accounting, Personnel Payroll System (CAPPS).

Three (3) years of supervisory experience overseeing a purchasing or contracts team.

Preferred Qualifications

Experience at a managerial or director level.

Work experience in procurement and contracting for a State agency in Texas.

Knowledge, Skills, Abilities

Knowledge of local, state, and federal laws and regulations relevant to Food Nutrition; knowledge of public administration practices.

Strong analytical, computer, and customer service skills; ability to use logic to solve problems; effective written and oral communication; ability to supervise others.

Ability to manage department activities; establish goals/objectives; develop policies; prepare reports; exercise sound judgement and maintain confidentiality.

Physical Requirements & Working Conditions

Normal office environment; may involve exposure to dust/allergens; mostly sedentary with occasional walking, bending, lifting up to 30 pounds.

Extended computer use; may require extended hours, evenings, and weekends; travel up to 15%, occasionally overnight.

Telework The agency does not offer telework; employees are required to be physically present.
