GENERAL DESCRIPTION Performs moderately complex (journey‑level) to advanced and/or supervisory (senior‑level) coordination of care work in the Regulation Safety Unit (RSU) promoting Texas Model regulation concepts. Reviews and processes RSU referrals for admission or release, coordinates with involved coaches, performs discharge and release functions, ensures due process, and may work overtime, in shift patterns, and on‑call.

CAREER LADDER PROMOTION OPPORTUNITY This position is in the approved TJJD career ladder for Case Managers. Promotion is based on meeting established eligibility criteria per agency policy (PRS.15.08) until the top level is reached. Placement is dependent on experience and education; progression to the highest pay level on the ladder is based on experience and performance.

PRE‑SERVICE TRAINING ACADEMY REQUIREMENT Newly hired or rehired case managers who separated more than 18 months will be required to attend the pre‑service training academy. Those who work for TJJD within 18 months of separation are not required and will be placed at full‑time status on their employment date.

LEVELS OF WORK PERFORMED BY CAREER LADDER LEVEL Case Manager II : Performs moderately complex (journey‑level) work under general supervision with moderate latitude for initiative and independent judgment.

Case Manager III : Performs highly complex (senior‑level) work under limited supervision with considerable latitude for initiative and independent judgment.

Case Manager IV : Performs advanced and/or supervisory (senior‑level) work under minimal supervision with extensive latitude for initiative and independent judgment.

ESSENTIAL DUTIES

Reviews and screens RSU referrals, determines admission or release.

Interview youth and provide regulation techniques while in RSU.

Ensure youth receives due process regarding referral, admission and/or release.

Coordinate with dorm staff regarding referral, admission, repair, and release; process needed repairs.

Review youth admitted multiple times during a shift to assess regulation, needs, and ensure services per policy.

Utilize advanced skills in Connecting, Correcting, and Empowering youth.

Employ advanced skills in using the Levels of Response effectively.

Conduct required Gang Intervention Groups and individual gang counseling per Case Management Standards (CMS).

Plan for scheduled and unanticipated leave of absences to ensure group services continuity.

Participate in staff development, including agency‑approved treatment program.

Comply with policies, procedures, rules, and regulations.

Prepare and maintain records, forms, and reports.

Perform related duties as assigned.

Perform all duties in compliance with agency safety policies; report hazards and complete required documentation.

Attendance on a regular and predictable schedule.

Monitor outcomes for racial, ethnic, and gender disparities and take action to address identified disparities.

MINIMUM QUALIFICATIONS Requirements are differentiated by position level and include education, experience, and specific qualifying criteria listed below. Complete details for each level are provided in the full original posting; key points are summarized here.

Case Manager II – Pay Level 1 : Unrelated bachelor’s degree or high school diploma with 15 semester hours of college coursework plus at least one year of full‑time wage‑earning experience in residential case‑management or related roles.

Case Manager III – Pay Levels 2 and 3 : Bachelor’s degree in a relevant social science field or unrelated bachelor’s with specified experience (2–4 years full‑time wage‑earning) in residential case‑management, parole officer, or social work roles.

Case Manager IV – Pay Level 4 : Master’s degree in a related field or bachelor’s degree with 4–8 years of full‑time wage‑earning experience in residential case‑management or related services.

All levels require:

At least 21 years of age.

Acceptance to a drug test, fingerprinting, criminal record check, TB testing, and Fitness‑for‑Duty Assessment.

PHYSICAL DEMANDS AND WORKING CONDITIONS Essential functions include communication, visual and hearing acuity, tactile discernment, mobility, lifting and carrying 45 lbs. or over, restraining combative youth, and other typical duties of a case manager.

KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of child development, child‑care practices, case‑management delivery systems, principles, objectives, standards, and procedures. Skills include developing and monitoring service and treatment plans, acting quickly in emergencies, working effectively with youth, maintaining written files, organizing priorities, assessing needs, coordinating services, monitoring program effectiveness, and communicating effectively. Ability to work more than 40 hours per week, in various shift patterns, and on‑call.

VETERANS Veterans must provide a DD Form 214, VA disability rating (if applicable), or a DD Form 1300. Military experience may be translated through provided online resources.
