Your Mission in Action The Prevention of Sexual Abuse (PSA) Compliance Manager is responsible for the development, coordination, facilitation, and evaluation of program training for assigned programs in accordance with Agency, state licensing standards, CARF accreditation policies, funding requirements, and other federal, state, and local regulatory requirements. The PSA Compliance Manager educates, trains, and advises, develops, and implements PSA policies and procedures; oversees implementation and ongoing compliance with the Interim Final Rule on UAC Sexual Abuse and Sexual Harassment standards at care provider facilities. Must be available to work two rotating shifts: first shift 6:00 am – 2:00 pm; second shift 2:00 pm – 10:00 pm. Flexibility to work weekends is required.

Responsibilities

Conduct audits and develop corrective action plans related to sexual abuse prevention.

Foster a facility climate that condemns sexual abuse; provide resources and support to programs; educate staff and UC on incident reporting.

Educate staff and UC on the facility’s zero tolerance for all forms of sexual abuse, sexual harassment, and inappropriate sexual behavior.

Conduct ongoing announced and unannounced dorm/cottage observations to monitor employee application of skills; identify safety issues and training needs; develop performance improvement plans.

Attend monthly PSA Compliance meetings; disseminate findings to required program leads.

Ensure program employee attendance compliance with mandatory sexual abuse/sexual harassment awareness and prevention refresher training.

Emphasize the importance of zero tolerance to sexual abuse through leadership example, management presence, and unannounced leadership rounds on all shifts.

Communicate the right of UC and staff to be free from sexual abuse, sexual harassment, and inappropriate sexual behavior effectively and professionally.

Participate in scheduled PSA audits program; develop and review corrective action plans.

Share findings of PSA audits with Senior Program Directors to improve facility program outcomes.

Assist in the standardization of PSA policies, procedures, and training across programs to meet ORR, state licensing, and CARF requirements.

Qualifications Minimum Qualifications

Bachelor’s degree in behavioral sciences, human services, or social services fields.

Two (2) years of experience working with child welfare standards, best practices, and compliance issues.

Must be 21 years of age or older per licensing requirements.

Demonstrated ability to gather and analyze information and translate into empirical data (metrics, structured reporting, data‑driven analysis); ability to create scorecards and dashboards to influence strategic planning and meet department and Agency goals.

Preferred Qualifications

Master’s degree in Instructional Design, Training and Development, Organizational Development, or Social Work.

Bilingual in Spanish and English.

Five (5) years of training and development experience.

Travel

Position works in a child facility and has constant exposure to children.

Requires frequent standing, walking, and time in units/cottages where children reside.

May be required to lift, push, pull, move up to 125 lbs and apply safety intervention with youth that could weigh over 100 lbs.
