Air Pollution Control Specialist I/II

The Tehama County Air Pollution Control District is tasked with regulating stationary sources of air pollution in Tehama County. It is governed by a 5‑member Board of Directors composed of locally elected officials. The Board oversees policies and adopts regulations for the control of air pollution within the District. The Board also appoints the Air District’s Air Pollution Control Officer and District Hearing Board.
About the Position Under the direct supervision of the Air Pollution Control Program Manager, the Air Pollution Control Specialist I/II conducts routine inspections, investigations and evaluations of existing and potential sources of air contaminants in industrial, commercial and residential establishments for the purpose of detection, prevention, abatement and control of air pollution in accordance with applicable laws, rules and regulations. Performs related professional work as required.
Salary
Air Pollution Control Specialist I:
$28.26 – $34.35 Hourly / $2,260.80 – $2,748.00 Biweekly
Air Pollution Control Specialist II:
$31.19 – $37.91 Hourly / $2,495.20 – $3,032.80 Biweekly
Responsibilities
Enforce federal, state and district laws, rules and regulations regarding air quality; monitor, inspect, investigate and evaluate industrial and commercial sources of potential or existing air pollution contaminants.
Prepare and update engineering evaluations for Authority to Construct (ATCs) and Permits to Operate (PTOs) and issue permits.
Evaluate submitted source test protocols and observe field source testing; analyze data and calculate source emissions from comprehensive test results.
Investigate complaints of potential violations; issue violation notices, warnings, or take other corrective action as appropriate.
Assemble evidence and prepare cases against code violators; provide court testimony as required.
Qualifications Any combination of training and experience that provides the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
Graduation from an accredited college or university with a Bachelor’s degree in physics, chemistry, biology, engineering, environmental science, mathematics, or a related field.
Air Pollution Control Specialist I
One (1) to two (2) years of experience in physics, chemistry, biology, engineering, environmental science, mathematics, or a related field.
Air Pollution Control Specialist II
Two (2) to three (3) years of experience in physics, chemistry, biology, engineering, environmental science, mathematics, or a related field with at least one of those involving a County Air Pollution Control Program.
License & Special Requirements
Requires state certification as a visible emissions evaluator within one (1) year of employment.
Requires a valid California driver’s license.
The department is currently recruiting for one vacancy. In addition, Tehama County is establishing an eligibility list to fill future vacancies for an Air Pollution Control Specialist I/II, as well as subsequent vacancies that occur during the life of the eligibility list.
New employees should anticipate being hired at the beginning step of the salary range. Candidates who exceed entry level qualifications may be considered, with approval from the Board of Supervisors, for placement at a step other than the A step.
