Resident Project Representative II (Construction Observation) | Water & Wastewater

Cranberry Township, PA is the location for the role of Resident Project Representative II (Construction Observation) | Water & Wastewater. The Water & Wastewater Resident Project Representative II plays a vital role in ensuring the successful delivery of essential construction projects, collaborating with experienced engineers and project managers while overseeing the implementation of water and wastewater systems that directly impact communities.
Responsibilities
Technical Oversight: conduct on-site inspections to monitor construction progress and verify compliance with contract requirements; identify and report unsatisfactory or non-conforming work; evaluate contractor suggestions for design or specification changes and recommend actions; assist with cost estimates, quantity take-offs, and final inspections; verify that certificates, operation manuals, and other deliverables align with installed items and contract specifications
Coordination & Communication: attend pre-construction meetings, progress meetings, and site inspections; notify Project Manager of sample availability, progress updates, and schedule adherence; assist with clarifications and interpretations of contract documents; communicate directly with contractors, owners, and regulatory agency representatives
Compliance & Quality Assurance: draft change orders and work directives as needed; review payment applications and schedules submitted by contractors; monitor tests, equipment startups, and training sessions to ensure compliance with contract requirements
Organization & Documentation: maintain accurate and organized project records, including logs, correspondence, reports, and photographs; track project schedules, shop drawings, and other contractor submissions; create and maintain electronic and/or paper files for all project documentation, including change orders, payment applications, and correspondence
Requirements
High school diploma or GED required
4+ years of experience in:
Construction observation and administration related to water and wastewater projects
Construction observation and/or management for storm water, site grading, paving, and highway projects
Familiarity with basic survey, grade and cut sheets, and quantity data
NICET certification preferred, but not mandatory
Effective utilization of common business platforms such as Microsoft Office Suite, virtual meeting tools, project management systems, etc.
Flexibility to travel to job sites, meetings, and other offices as necessary, which may include overnight stays
Valid US Driver’s License is required
Legal authorization to work in the U.S.
