Coordinator III – Child Find

Reports to: Director II – Special Education PC#: 226- 7 Pay Grade: 303 Duty Days: 239 Salary Range: $75,259 - $106,085 FLSA Status: Exempt

This is a grant-funded position and is contingent on availability of funds.

Position Purpose Directly plans, implements, organizes and oversees the assigned operations and activities related to Child Find for the District. Implements policies established by federal and state laws, State Board of Education rule and local board policy in the area of Special Education.

ESSENTIAL JOB FUNCTIONS

Oversees eligibility determination and initial evaluation for all students referred including 3 to 5-year-olds. Oversees personnel to ensure proper performance of student assessments; reviews clinical and psychological interpretations to ensure appropriate conclusions and recommendations concerning student disabilities including considerations of programming; reviews district and outside records, reports, and student assessments to ensure compliance with established standards. Provides leadership in the implementation of the District's Child Find Process required under IDEA, including all events and applications. Develop, manage and evaluate program improvement plans based on program and department needs assessments aligned with district priorities. Establish relationships, collaborative structures, communication and guidance documents to ensure districtwide and community outreach for Child Find and Early Childhood Education Programs. Provides technical assistance to the schools regarding student referral processes and parent communications. Provide campus administration with direction regarding services and support for students with special needs and their families. Support campus staff and administration in the appropriate and required implementation of services at each campus as outlined in individual student plans (IEPs). Evaluates Child Find for educational effectiveness and operational efficiency; responds to staff input concerning project needs and issues. Evaluates progress toward program goals and gathers other significant data relevant to the success of initiatives, grants, or programs, when applicable. Coordinates the development of effective and efficient assessment systems and data collection processes that provide a record of baseline measures and tracks longitudinal trends. Implements, monitors, and reports federal and state requirements pertaining to State Performance Plan (SPP) 7 and 12. Coordinates with the Early Childhood Intervention Department (ECI) to ensure children with disabilities receive the early intervention services they need upon entering the public education system. Coordinates and completes summer evaluations including organizing the Child Find teams. Attends and participates in multidisciplinary team and IEP meetings; ensures proper referral of students to District programs, services, and community resources. Directs and participates in the preparation and maintenance of a variety of physical and digital records, reports, files and TEA submissions. Consults with administrators, psychologists, staff, parents/guardians, and the public regarding the Child Find and related functions. Responds to inquiries, resolves issues and conflicts, provides detailed and technical information concerning project services, assessment techniques, special education evaluation, eligibility determination procedures, and child development. Continues to acquire professional knowledge and learn of current developments in the educational field by attending seminars, workshops or professional meetings, or by conducting research.

Safety

Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition. Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures. Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.

Supervisory Responsibilities

Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

Knowledge, Skills & Abilities

Knowledge of current teaching methods and educational pedagogy, as well as differentiation of instruction based upon student learning styles. Knowledge of K-12 school curriculum and concepts in multiple areas, including regular and special education, as well as elementary, middle, and high school levels. Knowledge of best practices in administration, program evaluation and staff supervision. Knowledge of data information systems, data analysis, and the formulation of action plans. Knowledge of applicable federal and state laws regarding education, special education, individuals with disabilities, and so forth. Skill in researching and writing, with a strong knowledge of business correspondence formatting, including language, grammar, and punctuation. Skill at the intermediate level, working with Microsoft Office 365, especially Outlook, PowerPoint, Excel, and Word. Skill in providing exceptional service to both internal and external customers. Skill in demonstrating multicultural experiences and experience with second language learners. Ability to plan, organize and coordinate projects, work and training related to the implementation and supervision of the Child Find programs for the District. Ability to apply contemporary curriculum frameworks and current national and state standards for student learning. Ability to prepare and deliver using multiple formats both oral and written communications, such as presentations, reports, memoranda, letters, grant proposals, curriculum documents, and others. Ability to establish and maintain cooperative working relationships with students, staff, parents, community and others contacted in the course of work. Ability to use computer network system and software applications as needed. Ability to organize multiple tasks and conflicting time constraints. Ability to engage in self-evaluation with regard to performance and professional growth. Ability to establish and maintain cooperative working relationships with others contacted in the course of work.

Travel Requirements

Travels to school district buildings, community-based sites, and professional meetings as required. Additional travel requirements might be assigned as appropriate to meet the demands of the job.

Physical & Mental Demands, Work Hazards

Tools/Equipment Used : Standard office equipment, including computer and peripherals; standard instructional equipment. Posture : Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting. Motion : Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching. Lifting : Regular light lifting and carrying (less than 15 pounds). Environment : Works in an office setting; may require occasional irregular and/or prolonged hours. Attendance : Regular and punctual attendance at the worksite is required for this position. Mental Demands : Maintains emotional control under stress; works with frequent interruptions.

Minimum Required Qualifications

Education : Master's degree from accredited college or university in Education or related field required. Certification/License :

Valid Texas Teaching Certificate required; Valid Texas Special Education Teaching Certificate required; Certification in Early Childhood Education or equivalent preferred, Certification as a Diagnostician or Licensed Specialist in School Psychology (LSSP) preferred. Supervisor and/or Mid-Management Administration Certification preferred.

Experience : 5 years' teaching in Special Education Language:

Bilingual (English/Spanish) working proficiency preferred in some settings.
