DEFINITION
Responsible for leading the general administrative, operations/maintenance, and fiscal aspects of the La Porte Municipal Airport. This airport is a general aviation airport and is designated as a reliever airport for the Houston Area Region. The airport has two runways with the longest being 4,165 feet. The airport is estimated at over 30,000 operations per year.
SUPERVISION RECEIVED AND EXERCISED Receives direction from the City Manager.
ESSENTIAL JOB FUNCTIONS Duties may include, but are not limited to, the following:
Receive and act on notifications from Federal Aviation Administration (FAA)
Address concerns of fixed base operators and administer associated insurance renewals
Maintain records of airport and pavement inspections
Maintenance Contract for Automated Weather Observation System (AWOS)
Manage all grants including RAMP and other TxDOT Aviation airport improvement grants
Act as liaison to the Airport Advisory Board
Coordination with prospective lessees on lease requirements from initial meeting through construction.
Coordination with existing lessees for contract renewals, extensions or amendments.
Coordination with any construction efforts or potential development adjacent or near aircraft travel pattern.
Coordination with outside agencies for scientific observations
Coordination with TSA or FBI for Security concerns
Exercise NOTAMS to close runways as needed
Coordination with area workgroup and Harris County Flood Control on wildlife control
Lead the preparation of the annual budget
Lead maintenance and operations efforts to include mowing, drainage, herbicide, and the testing and maintenance of various infrastructure components (generators, AWOS, beacons, gate/fencing.)
Lead financial administration to include monthly billing for FBOs, receivables, expenditures, etc.
PHYSICAL REQUIREMENTS For indefinite periods of time - mobility within an office and active airfield environment; writing; walking; typing; sorting; sitting; seeing; filing; reading; decision making; clarity of hearing; communicating clearly and effectively, in person and by telephone; fine finger manipulation; operation of office equipment, computers, copiers, aviation specific communication systems, telephone, and a motor vehicle through city traffic. Walking, stooping, climbing ladders, occasionally lifting moderately heavy objects and materials.
QUALIFICATIONS Knowledge of:
Practices and methods of aviation management
Excellent presentation, verbal, and written skills
Skilled in contract administration and grant writing
English usage, grammar, spelling, and punctuation
Modern office methods, procedures, and equipment and business letter writing
Record keeping principles and procedures
Ability to:
Work independently.
Foster positive working relationships with a variety of partners including vendors, FBOs, teammates, and the public
Understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities
Communicate clearly and concisely, both orally and in writing
Work in cooperation with other departments, City officials, and outside agencies
Research administrative and departmental policies, laws, and rules
Type at a speed necessary for adequate job performance
Operation of a word processor/computer terminal may be required
Compose correspondence independently
Compile and maintain complex and extensive records and files
Analyze situations carefully and adopt effective courses of action
Understand and carry out oral and written directions
TRAINING AND EXPERIENCE Bachelor’s Degree in Airport Management, Business Administration, Public Administration or related field from an accredited college or university. Two years related experience. Comparable combinations of education and experience will be considered.
LICENSES AND CERTIFICATIONS Possession of a valid Texas Driver's License and a good driving record.
Possession or ability to obtain standing as a Certified Member through the American Association of Airport Executives is preferred.
