Overview
Location: Lansing, MI (Hybrid - 2 days onsite weekly in Dimondale, MI)
Start Date: 10/20/2025
Projected Duration: 1 Year (extension likely)
Work Hours: 40 hours/week (8:00 AM - 5:00 PM EST)
Interview Type: In-person (Dimondale, MI) or MS Teams (with validation)
Candidate Location: Must be local to Michigan (within 90-minute commute of Dimondale)
Employer: State of Michigan - Department of Technology, Management and Budget (DTMB) supporting the Michigan Gaming Control Board (MGCB) and Treasury via the Enterprise Portfolio Management Office (EPMO)
Responsibilities
Manage the full lifecycle of a multi-year IT modernization project (LAMBS) within the MGCB.
Utilize the State of Michigan's PPM tool (Clarity) for scheduling, budgeting, and reporting.
Lead cross-functional project teams, ensuring collaboration between business and IT.
Prepare executive-level presentations, reports, and updates.
Monitor and communicate project progress including cost, schedule, scope, quality, and risks.
Manage project artifacts following SUITE PMM and SEM standards, including: Project Charter, Schedule, Budget, Communication Plan, Risk/Issue Logs, Change Requests, Corrective Action Plans, Closeout Reports.
Facilitate and enforce the Change Management process for scope/schedule/budget deviations.
Coordinate across departments and manage communication with external vendors and stakeholders.
Evaluate vendor contracts, track deliverables, and ensure compliance with procedures.
Act as liaison between technical and business teams and ensure alignment across functions.
Understand project benefits and ensure alignment of project activities to those benefits.
Qualifications
In-depth knowledge of and experience in IT project management, including industry standard and best practices. 7 years
Proven record for delivering projects on time and on budget in a formal project manager role. 7 years
Experience establishing and maintaining project budgets, schedules, change requests, risk and issue logs. 7 years
Experience developing and delivering project status. 7 years
Experience using a project portfolio management system and tools (e.g., Clarity). 5 years
Advanced working knowledge of MS Project. 5 years
Experience handling variety of stakeholders and system owners from other departments. 5 years
Experience providing project management services for IT Projects involving Commercial Off the Shelf Technology (COTS). 5 years
Experience managing multi-vendor environment in a government environment. 5 years
Project Management Professional (PMP) Certification. 3 years or Highly Desired
