We are seeking an experienced Stormwater and Site Civil Project Manager to lead the planning, design, and delivery of complex civil and water resources projects in the Northeast. This role involves managing multidisciplinary teams, coordinating with clients and regulatory agencies, and ensuring technical excellence and quality from concept through construction.

Your Responsibilities As a Project Manager

Lead and manage stormwater management, site development, and infrastructure improvement projects from proposal through completion.

Oversee design and analysis for stormwater conveyance systems, green infrastructure, and erosion control measures.

Develop and review grading, drainage, and utility plans, site layout, and construction documents in support of water, wastewater, transportation, and private land development projects.

Prepare and manage permit applications and coordinate with local, state, and federal regulatory agencies.

Manage project budgets, schedules, and deliverables while maintaining client relationships and ensuring profitability.

Supervise and mentor junior engineers, designers, and technicians.

Participate in business development activities, proposal preparation, and client presentations.

Ensure adherence to QA/QC standards and applicable codes, regulations, and sustainability principles.

Project Management

Initiate Projects: Prepare proposals and budgets for approval by senior project manager or principal.

Manage Project Implementation: Keep all steps and procedures according to company operating procedures and ensure all work is completed as planned and scheduled.

Coordinate with peers and subconsultants: Work with other project managers to avoid or eliminate schedule conflicts due to changes.

Supervise Interdisciplinary Team: Coordinate subcontractors, subconsultants, and staff on the execution and scheduling of the project scope of work.

Provide Technical Advice: Contribute to the development of recommendations for assigned projects and others when requested.

Prepare High Quality Reports: Demonstrate excellent writing skills through consistent production of high‑quality technical memoranda and reports.

Client Management: Meet regularly with clients to discuss current projects, evaluate firm performance, and identify business or cross‑selling opportunities.

Business/Fiscal Management

Budget Tracking and Invoicing: Track all project costs versus the project budget and issue invoices to the client in a timely manner in accordance with company policy.

Communicate Opportunities: Present potential new business, cross‑selling opportunities, or resource information to the company.

Control Costs: Ensure costs are kept in line with the original budget for time, travel, and material expenses.

Maximize Project Profitability: Through appropriate budgeting and cost controls, maximize the profit margin on individual projects.

Coordinate with accounting staff on routine project management responsibilities such as invoicing and closeout.

Marketing/Business Development

Be a Public Relations Ambassador: Be proactive in presenting and communicating the capabilities and strengths of the company.

Maintain Marketing Materials: Develop a project description for each completed project in approved formats to use as marketing materials.

Relationship Building: Solicit new clients or projects and pursue cross‑selling opportunities and additional practice areas.

Prepare Proposals, Attend, and Participate in Public Meetings, Prepare Contracts, and Present Information to new and future clients.

Participate in approved external associations and professional conferences.

Prepare contracts, subcontracts, and negotiate fees associated with new projects.

Administrative

Manage, mentor and develop project staff: Recognize strengths and areas needing improvement for assigned project staff.

Coordinate workload with staff and other project managers, including forecasts and coordination of staff and resources.

Mentor and coach senior project engineers and scientists and engineering staff.

Manage direct reports, including onboarding, off‑boarding, workload management, time and expense approval and career path development.

Assist in recruitment of new staff, interviews, onboarding, and acting as a hiring manager for new hires.

Qualifications

Bachelor of Science Degree in Civil or Environmental Engineering or relevant field, 9 years of progressive experience in stormwater management, site civil design, and project management, or Master’s Degree with 8 years of experience.

Professional Engineer (PE) license required or ability to obtain within 6 months of hire.

Proficiency in Civil 3D, HydroCAD, HEC‑RAS, SWMM, and similar hydrologic/hydraulic modeling tools.

Strong understanding of local, state, and federal stormwater regulations, low‑impact development (LID), and sustainable site design practices.

Proven experience managing multiple projects, teams, and deadlines concurrently.

Strong understanding of state and federal regulatory framework and experience interacting with regulators where Apex does work.

Preferred Experience

Experience with municipal, commercial, institutional, and/or industrial site development projects.

Business development and proposal writing experience.

Interpersonal Skills: Demonstrated ability to work effectively with clients, staff, subconsultants, and contractors through effective leadership. Must have excellent written and verbal communication skills and a strong desire to manage and mentor junior staff. Driver’s license is required.
