Stormwater and Site Civil Project Manager
– Lead the planning, design and delivery of complex civil and water resources projects in the Northeast. Manage multidisciplinary teams, coordinate with clients and regulatory agencies, and ensure technical excellence from concept through construction.
Responsibilities
Lead stormwater, site development and infrastructure improvement projects from proposal through completion.
Oversee design and analysis for stormwater conveyance systems, green infrastructure and erosion/sediment control.
Develop and review grading, drainage, utility plans and site layout for water, wastewater, transportation and land development projects.
Prepare and manage permit applications and coordinate with local, state and federal regulatory agencies.
Manage project budgets, schedules and deliverables while maintaining client relationships and ensuring profitability.
Supervise and mentor junior engineers, designers and technicians.
Participate in business development activities, proposal preparation and client presentations.
Ensure adherence to QA/QC standards and applicable codes, regulations and sustainability principles.
Project Management
Initiate projects: prepare proposals, scopes of work and budgets for approval. Complete project initiation documents with detailed scope, work plan, budget and schedule.
Manage implementation: ensure all steps follow company operating procedures and that work is completed as planned and scheduled. Keep the client informed of ongoing status and provide management, advice and support to the project team.
Coordinate communication with peers and subconsultants, eliminating schedule conflicts.
Supervise interdisciplinary team: coordinate subcontractors, subconsultants and staff on execution and scheduling of the project scope.
Provide technical advice: contribute to the development of recommendations for assigned projects.
Prepare high‑quality reports: produce well‑written technical memoranda and reports, follow review processes and quality control guidelines, and complete reports and presentations per company standards.
Client management: meet regularly with clients, evaluate firm performance and identify cross‑selling opportunities.
Business & Fiscal Management
Track budget and invoicing: monitor project costs versus budget, issue invoices timely and follow up on receivables.
Communicate opportunities: present new business, cross‑selling or resource information to the company.
Control costs: keep internal and external costs in line with budget, discuss variations and issue project notices.
Maximize project profitability: use budgeting, cost controls and efficiency to maximize margin. Review monthly budgeted DLM versus performance.
Coordinate with accounting staff on routine project responsibilities including invoicing, receivables and project closeout.
Marketing & Business Development
Public relations ambassador: proactively present and communicate company capabilities and strengths.
Maintain marketing materials: develop project descriptions in approved formats for marketing use.
Relationship building: solicit new clients and projects, initiate cross‑sell additional practice areas and participate in proposal development.
Prepare proposals and attend project interviews, present fee proposals and prepare contracts.
Participate in external associations, professional conferences and author technical papers.
Negotiate fees and prepare contracts and subcontracts for new projects.
Administrative
Manage, mentor and develop project staff: recognize strengths, manage support and evaluate staff toward maximum potential.
Coordinate workload with staff and other project managers, forecast and manage resources.
Mentor and coach senior and junior engineers and scientists, manage direct reports and support career development.
Assist in recruitment of new staff, interviews, on‑boarding and serve as hiring manager for new hires.
Qualifications
Bachelor of Science Degree in Civil or Environmental Engineering or relevant field with 9 years of progressive experience in stormwater management, site civil design and project management, or a Master’s Degree with 8 years of experience.
Professional Engineer (PE) license required or ability to obtain within 6 months of hire.
Proficiency in Civil 3D, HydroCAD, HEC‑RAS, SWMM and/or similar hydrologic/hydraulic modeling tools.
Strong understanding of local, state and federal stormwater regulations, LID, and sustainable site design practices.
Proven experience managing multiple projects, teams and deadlines concurrently.
Strong understanding of state and federal regulatory framework and experience interacting with regulators in the local and technical areas where Apex does work.
Preferred Experience
Experience with municipal, commercial, institutional or industrial site development projects.
Business development and proposal writing experience.
Interpersonal Skills Demonstrated leadership and effective communication with clients, staff, subconsultants and contractors. Driver's license required.
