Program Specialist, Treatment, Rehabilitation, & Care Coordination, Bureau of Mental Health NYC Department of Health and Mental Hygiene

We are seeking a Program Specialist to manage access to specialty treatment, rehabilitation, and care coordination services for adults with serious mental illness across New York City. The role encompasses oversight of community‑based behavioral health contracts, technical assistance to service providers, data collection and analysis, and collaboration with public and voluntary agencies.

Responsibilities

Negotiate and manage service delivery contracts and budgets for behavioral health treatment and care coordination providers.

Maintain liaison with state regulatory bodies and community groups.

Lead special projects aimed at improving service delivery operations.

Monitor compliance with scopes of service, budgets, regulations, and policies through site visits, data collection, and analysis.

Provide technical assistance to contracted providers to promote quality of care and adherence to contractual, regulatory, and policy requirements.

Conduct and facilitate provider meetings and data reviews.

Coordinate with DOHMH’s Single Point of Access to monitor continuity of care, especially for high‑risk populations.

Respond to programmatic queries, audits, and fiscal issues.

Develop and implement assessment tools, such as surveys and questionnaires, to guide program planning and evaluation.

Review proposals and assess program‑service agreements (PARs) and requests for proposals (RFPs).

Prepare reports on agency functioning and service delivery as requested.

Assist with quarterly program reviews and other management reports.

Minimum Qualifications

Master’s degree or certificate in social work from an accredited graduate school.

Minimum of four years of full‑time paid experience in public health, medical, or psychiatric social work, with at least two years in a supervisory, administrative, or consultative capacity.

Within 18 months of appointment, obtain certification as a Certified Social Worker (CSW) issued by the New York State Department of Education.

Preferred Skills

Exceptional written and verbal communication, analytical, and problem‑solving skills.

Strong ability to manage competing priorities and track progress against timelines.

Proficiency with Microsoft Office (Word, Excel, PowerPoint) and data management tools.

Salary $64,526.72 – $74,250.00 per year.
